The federal government enacted the "Superfund Amendments and Reauthorization Act of 1986 " on October 17, 1986. (SARA) Title III (The Emergency Planning & Community Right-to-Know Act of 1986) of this act established the requirements for Federal, State, and local governments and industry for emergency planning and "community right-to-know" reporting on hazardous and toxic chemicals. In April, 1987, Governor Blanchard established a State Emergency Planning and Community Right-to-Know Commission. The State Commission adopted existing local emergency management jurisdictions to serve as emergency planning districts under Title III of SARA, one of which is Washtenaw County and the other in this County is the City of Ann Arbor. The Commission requested the Board of Commissioners to submit nominations from a variety of groups indicated in the SARA Act to serve on the Local Emergency Planning Committee (LEPC). Resolution 03-0072 adopted bylaws of LEPC.

Compensation:
Members representing the Board of Commissioners receive a per diem and mileage reimbursement. Other members serve without reimbursement.

Membership:
Resolution 98-0240 reestablished representation criteria. On November 18, 1998, the Board of Commissioners approved the names of individuals to be recommended to the State Commission for appointment by the Commission to serve on the Local Emergency Planning Committee. These individuals were appointed to the LEPC by the State Commission.
