JOB SUMMARY:
Under administrative direction, plans, organizes, directs, reviews and evaluates programs and activities to support a broad, centralized program of financial planning, record keeping and control. Provides expert professional assistance to County management staff in areas of responsibility. Performs related work as assigned.
EXAMPLES OF DUTIES
Essential Duties:

  • Plans, organizes, directs, reviews and evaluates the work of staff and activities required to prepare and administer the County-wide budget. Selects personnel and provides for their training and professional development.
  • Directs the annual financial audit. Coordinates the provision of information to auditors and answers specific questions. Directs the development and implementation of systems and procedural changes if noted by the auditors.
  • Directs the preparation and administration of the County-wide budget, including planning and analysis, process development, policy formation and review, formulating, presentation, approval, publication and implementation. Reviews or directs the review of proposals to the Board of Commissioners for financial implications.
  • Oversees all requested reports, budget manual and maintenance of budget records, as well as the annual preparation, editing, proofing, publishing and distribution of the approved County Budget Summary.
  • Monitors, forecasts and analyzes total county revenues and expenditures on a monthly basis to determine any projected deficits or unexpected balances and identifies/recommends corrective measures to be taken.
  • Interprets applicable laws, regulations and County policies to subordinates.
  • Develops and implements goals, objectives, policies, procedures and work standards for the Finance Department. Prepares and administers the department¿s budget, including monitoring of County revenues and expenditures.
  • Directs financial record keeping and reporting activities. Coordinates and oversees the development of systems and controls to support such financial management activities.
  • Verifies revenue claims with the County Treasurer and secures the anticipated county revenue against which the final budget appropriation will be charged. Maintains close liaison with the County Treasurer and Equalization to determine actual revenue income against which appropriated expenditures will be made.
  • Develops revenue projections and financial strategies. Provides strategic advice to various County management regarding alternatives and the resolution of specific problems.
  • Develops and maintains the County's computerized financial information system with regard to all budgetary and financial matters (e.g., chart of accounts, security, table development, report development). Provides County-wide training and development of employees using system for budgetary purposes.
  • Verifies and approves all departmental budget adjustments to ensure that Board of Commissioners policies are being adhered to and that County procedures are being followed.
  • Represents the County in meetings with Boards, Committees, Commissions, regulatory and other governmental agencies, business and community groups and the public.
  • Confers with and coordinates departmental activities with the County Treasurer's office to ensure an effective transfer and utilization of accounts payable funds.
  • Prepares salary and fringe benefit costs for all County personnel for the subsequent budget year and incorporates into each county departmental budget.
  • Prepares or directs the preparation of reports, correspondence, informational brochures and other written materials. Directs the maintenance of departmental records and files.
  • Conducts studies, analyzes information, evaluates alternatives and makes recommendations. Prepares narrative and statistical reports of findings. Develops, revises and implements policies and procedures.
  • Serves on a variety of committees and taskforces related to the financial function.
  • Performs other related duties as assigned.

EMPLOYMENT QUALIFICATIONS
Knowledge of:

  • Administrative principles and practices, including goal setting, program and budget development and administration and employee supervision.
  • Governmental accounting principles and practices.
  • Principles and practices of general, governmental and fund accounting, including financial statement preparation and methods of financial reporting.
  • Principles and practices and budgeting and revenue forecasting in a public agency setting.

LICENSES AND CERTIFICATIONS
  • Possession of a valid Michigan driver's license is desirable.
PHYSICAL DEMANDS
Duties require sufficient mobility to work in a normal office setting and use standard office equipment including a computer, vision to read printed materials and a VDT screen and hearing and speech sufficient to communicate in person or over the telephone.

EDUCATION
  • Equivalent to possession of a Bachelor's degree with major coursework in accounting, finance, economics, public or business administration or a closely related field. Possession of an appropriate advanced degree is desirable.
EXPERIENCE
  • Four (4) years of managerial or administrative experience in a centralized financial support function, preferably in a public agency. Experience in budgeting as well as financial record keeping and reporting is essential.
