Meeting:
The Committee shall meet at least six (6) times per year. Additional meetings may be scheduled as needed.
Authority: The Washtenaw County Board of Commissioners establishes the Washtenaw County Opioid Settlement Advisory Committee (hereinafter, ?OAC?) under its authority to oversee and guide the distribution of opioid settlement funds. OAC is created pursuant to Resolution 24-0361 and 25-0492, passed in 2024 and 2025, to serve as an advisory body to the Board of Commissioners and the Washtenaw County Health Department to ensure transparency, equity, and accountability in the use of opioid settlement funds.
Compensation:
Membership: Membership shall consist of a minimum of twelve (12) members appointed by the Washtenaw County Board of Commissioners, one of which shall be a current member of the Washtenaw County Board of Commissioners who shall serve as a board liaison. Membership shall include individuals with lived or professional experience related to the opioid crisis. This may include, but is not limited to, representation from Washtenaw County government, public health, public safety/law enforcement, criminal justice, prevention coalition, behavioral health, substance use services/PIHP, research academia, medical examiner, and community members with lived experiences, including family members.
The initial Committee term for each member shall be two (2) years, except that the Board of Commissioner member term shall continue until such time as the appointment of a successor Commissioner has been made. To foster continuity on the Committee, after the initial two (2) year terms, appointed terms on the Committee shall be staggered as follows: a minimum of four (4) members will be appointed to one (1) year terms; a minimum of four (4) members shall be appointed to two (2) year terms; and a minimum of four (4) members will be appointed to three (3) year terms. Thereafter, all terms shall be for three (3) years.
No member may serve more than three (3) consecutive full terms, or ten (10) years total. If this limit is reached in the middle of a term, the member will be permitted to complete the current term. Anyone who has served three (3) full consecutive terms, or ten (10) years shall be ineligible for reappointment for at least three (3) full years from and after the expiration of such terms.
Term limits do not apply to the Washtenaw County Commissioner serving on the Committee. The Commissioner must follow the appointment policies that govern the Board of Commissioners
