JOB SUMMARY:
|
|
Under the supervision of the Human Services Manager, this position performs professional level and responsible administrative, organizational, systems, budgetary, data and other analysis and staff support related to HMIS (Service Point) operations. Makes recommendations for action and assists in policy and procedure implementation. Will work directly with ServicePoint end users providing training and technical assistance for the Washtenaw County HMIS grant. Will perform database maintenance, run and analyze data sets, and interpret data for community reports. May have programmatic responsibility. Performs related work as assigned.

This is an alternately-staffed class, in which appointments may be made at either LEVEL I or LEVEL II. LEVEL I is the entry level into this professional field, in which incumbents learn public administration and County policies and procedures. Initially under close supervision, employees gradually receive more complex assignments and work more independently as experience is gained. Employees may advance to LEVEL II, or fully experienced level, after gaining the required experience and demonstrating acceptable work proficiency. At LEVEL II, employees are expected to independently perform varied work in several of the areas outlined below.

EXAMPLES OF DUTIES
|
Essential Duties:
|

Respond to end user requests for training on both Advanced Reporting Tool (ART) and Service Point in general. Prioritize usage of MSHMIS-provided training over locally-provided training.
|

Report technical problems to MSHMIS for resolution.
|
-
Provide online, telephone, and in-person, technical support.
|
-
Track all requests for technical assistance to determine adequacy and timeline of response.
|
-
Regularly review log of requests for technical assistance to ensure consistent, effective and efficient service delivery.
|
-
Provide regular updates to Agency Administrators and end-users (as appropriate) regarding system changes and enhancements. Include information about MSHMIS-provided training opportunities.
|

Produce AHAR, PIT, HIC and PULSE reports for HUD and enter into HDX by appropriate deadlines.
|
-
Assist local agencies with completion and submission of all required Continuum of Care Housing & Homelessness funding application components including but not limited to: Grant Inventory Worksheet, Exhibits 1 and 2, Annual Performance Reports. Identify data completeness and clean-up issues for agency staff to address in preparation for these reports.

Provides liaison and staff support to a variety of committees and commissions.
|

Prepares, processes and administers contracts, grant funded projects and similar endeavors.
|

Prepares a variety of technical, statistical and narrative reports, correspondence and other written materials.
|
-
May have programmatic responsibility in a specified service delivery or internal support area as assigned. May direct the work of professional or support staff on a project or day-to-day basis.

LICENSES AND CERTIFICATIONS
|

Specified positions may require possession of a valid Michigan driver's license.

PHYSICAL DEMANDS
|

Duties require sufficient mobility to work in a normal office setting and use standard office equipment including a computer, vision to read printed materials and a VDT screen and hearing and speech sufficient to communicate in person or over the telephone.
|
|

EXPERIENCE
|

A minimum of three (3) years of progressively more responsible experience in development and management of Homeless Management Information Systems (HMIS)
|

Thorough knowledge of ServicePoint required
|
|
EDUCATION
|
Level I - Grade 27:
|
-
Equivalent to possession of a Bachelor's degree with major coursework in social work, public administration, political science, planning, community development or closely related field
|
Level II - Grade 29:
|
-
Possession of a Master's degree in Social Work, Public Policy, Public Health, Public Administration, or closely related field of study
|
