JOB SUMMARY
Under the supervision of a higher classified employee, develops and implements a comprehensive program to reduce the amount of waste produced by residents, commercial businesses, industries, and schools. Develops and implements workshops, conducts facility waste audits, generates reports and studies, interprets data and assists in the coordination of the County's internal landfill diversion programs. Position requires a thorough knowledge and understanding of solid waste and recycling issues.
EXAMPLES OF DUTIES
Essential Duties:

This position is a tiered position. Advancement from Solid Waste Program Specialist I to Specialist II to Specialist III is dependent upon programmatic needs and funding availability, as well as ongoing acceptable work performance and demonstrated proficiency as Solid Waste Program Specialist I.

Duties of all Solid Waste Program Specialist staff at Tier I through Tier III include:

  • Conducts waste stream assessments for businesses and schools, formulates recommendations for waste prevention, reuse and recycling, and serves as technical expert in areas of assignment.
  • Plans, presents, evaluates and assists with implementation of programs relating to solid waste and recycling issues. Participates in special studies evaluating the use of waste management services, interpreting services available and examining the opportunities for expanding new and existing programs.
  • Accepts, documents, sorts, packages and arranges for the disposal of household hazardous waste products.
  • Develops and maintains local waste flow data, including surveying, maintaining a database, and preparing reports.
  • Coordinates other related special projects such as a waste exchange program, environmentally preferable purchasing campaign, and special workshops and seminars.
  • Assists with maintenance of web pages.
  • Provides support to various board and committees involved in County waste issues.
  • Performs a variety of support activities for the department including preparing meeting notifications, creating mailings, answering calls, and staffing and supporting events.
  • Acts as a liaison with all regulatory agencies, local units of governments, private industry, environmental organizations and others interested in the operation and planning of the County solid waste program.
  • Provides a level of customer service that aligns with the department wide mission and goals.
  • Performs other related duties as assigned.
Important Duties:

  • Works with governmental entities, businesses and non-profits, on projects to meet solid waste plan goals and objectives.
  • Facilitates discussions to help access the needs of a community and determine actions to implement activities and programs to meet departmental needs.
  • Leads efforts and problem solves when challenge arise.
  • Facilitates solid waste collection and reduction program(s) such as Household Hazardous Waste program, Zero Waste Program, Washtenaw County School Recycling Program, Clean up Days and/or other related landfill diversion programs.

EMPLOYMENT QUALIFICATIONS

Knowledge, Skills, and Abilities:

  • Relevant areas of Federal and State Statutes, Rules, Regulations, policies and procedures in the area of solid waste management.
  • Basic computer applications related to the work.
  • Research, data analysis, and report preparation techniques.
  • Basic public informational presentation techniques.
  • Relevant area of the Solid Waste and Recycling Industry.
  • Effective public speaking.
  • Setting priorities, coordinating multiple projects and meeting critical deadlines.
  • Facilitating small and medium sized group meetings.
  • Establishing and maintaining effective working relationships with stakeholders.
  • Event coordination.
  • Customer orientation and ability to respond and adapt appropriately to various customers.
  • Ability to obtain Hazwoper certification within 6 months of employment.
LICENSES/CERTIFICATIONS
HAZWOPER Certification (paid for by employer upon hire)
PHYSICAL DEMANDS
Duties require sufficient mobility to work in a normal office setting and use standard office equipment including a computer, ability to lift up to 50 pounds, vision to read printed materials and a computer screen and hearing and speech sufficient to communicate in person or over the telephone.

EXPERIENCE AND EDUCATION
Level I - Solid Waste Specialist I - Grade 22:

Possession of a Bachelor's degree in Environmental Science, Engineering, Planning, Public Administration or related field. A minimum of two years experience is required in the areas of solid waste management, recycling coordination, environmental education, resource ecology or related field. Proven ability to communicate and deal effectively with people both individually and in groups.
Level II - Solid Waste Specialist II - Grade 24:

Possession of a Bachelor¿s degree in Environmental Science, Engineering, Planning, Public Administration or related field and two to four (3-4) years of progressively more responsible experience in solid waste planning.
Level III - Solid Waste Specialist III - Grade 26:

Possession of a Bachelors and two or more of the following: Master¿s degree in Environmental Science, Engineering, Planning, Public Administration or another related field, four plus (4+) years of progressively more responsible experience in solid waste planning, or responsible for coordination of major county programs such as County Clean-up Days. Possession of an advanced degree is desirable.
