JOB SUMMARY
Under administrative direction, plans, organizes, directs, reviews and evaluates programs and staff to provide a variety of community public health services to protect and maximize the health of county citizens. Provides expert professional assistance to county management staff in areas of responsibility. Performs related work as assigned.
EXAMPLES OF DUTIES:
Essential Functions and Duties:

  • Practices and supports visionary leadership. Works with Board of Health and Board of Commissioners, staff and other stakeholders to develop and articulate a vision for public health and the organization, and encourages others to share the vision.
  • Creates sense of mission. Articulates and models professional values and ethics; facilitates organizational mission development and reassessment; develops policies and processes that translate mission and vision into action.
  • Serves as effective change agent. Facilitates application of systems thinking; develops and implements performance measurement and evaluation strategies; facilitates strategic and tactical assessment and planning; facilitates empowerment of staff and community partners to take action; generates fresh ideas and approaches to solving public health problems.
  • Exhibits political competencies. Identifies and analyzes public health policy issues and alternatives; utilizes principles of media advocacy to communicate the public health mission to stakeholders; works with community coalitions and advocacy groups; guides the community and organization in seeking policy change and action on public health issues; translates policy decisions into organizational and community programs and services.
  • Engages in team building. Develops organizational team structures and systems focused on customer service, continuous quality improvement, and accreditation standards; facilitates development of teams; serves as team facilitator, mediator and effective team member.
  • Directs the preparation and administration of multiple budgets and work programs. Monitors expenditure of funds.
  • Assures that the department conducts organizational strategic planning and monitors progress toward strategic goals. Coaches and supports managers and staff to help them achieve organizational and personal improvement goals and identify measures of success. Plans, organizes, assigns, directs, reviews and evaluates the work of professional and support staff. Selects personnel and provides for their training and professional development. Creates and promotes leadership development and succession planning opportunities for managers and staff.
  • Directs and participates in program planning and evaluation of programs to assess, evaluate and provide clinical and educational services in the various areas of public and environmental health to a diverse population.
  • Leads organizational efforts to achieve and maintain both Michigan state accreditation and local health department accreditation through the national Public Health Accreditation Board (PHAB).
  • Provides leadership and staff support to subordinate managers, community policy boards and committees. Confers with staff members regarding program goals, policies and activities. Implements department policies under applicable laws and regulations.
  • Represents the Department and the County in contacts with legislative bodies, health service agencies, community groups, local officials, businesses and others to locate and mobilize resources, encourage support for programs and maintain positive community relations. Makes presentations and responds to the media as required.
  • Educates state and federal legislators and policymakers about funding and policy changes needed to address current and emerging health problems.
  • Serves on boards and committees of other community organizations to assure that the Health Department is fully integrated into the local public health system.
  • Fulfills all statutory requirements of the Public Health Officer in the State of Michigan. Oversees the intake, assessment and delivery of direct and indirect services to clients. Ensures quality control and program monitoring and evaluation activities. Ensures that such activities are accomplished effectively and in compliance with legislative and regulatory guidelines and professional standards.
  • Directs the conduct of and conducts studies, analyzes information, evaluates alternatives and makes recommendations. Prepares narrative and statistical reports of findings. Monitors legislation and professional development for possible programmatic changes. Develops, revises and implements policies and procedures to effect such changes.
  • Directs the maintenance and submission of accurate records, reports and files. Confers with department support staff regarding the provision of financial and administrative support.
  • Identifies and pursues funding from public and private sources to address public health priorities identified through organizational strategic planning and community health assessments.
  • Prepares agenda and meeting materials for Board of Health meetings and meetings of its committees.
Important Duties:

  • Actively involves herself/himself in peer professional organizations (e.g National Association of County and City Health Officials; American Public Health Association; Michigan Association of Local Public Health).
  • Participates in professional development activities. Uses standard office equipment including a personal computer in the course of the work. May drive a county or personal vehicle in the course of the work.

LICENSES/CERTIFICATIONS
Possession of a valid Michigan driver's license required.
PHYSICAL DEMANDS
Duties require sufficient mobility to work in a normal office setting and use standard office equipment including a computer, vision to read printed materials and a VDT screen and hearing and speech sufficient to communicate in person or over the telephone.

EDUCATION
An Administrative Health Officer shall comply with one of the following:

Possession of an M.P.H or M.S.P.H degree, or a related Master's degree, and a minimum of five (5) years of previous experience in senior management or leadership positions in a health department or other health care organization.
OR
Possession of a Bachelor's degree and a minimum of eight (8) years of full-time public health experience, five (5) of which shall have been in senior management or leadership positions in a health department or other health care organization.
EXPERIENCE
Five (5) to eight (8) years of full-time public health experience.
