JOB SUMMARY
Under the supervision of a higher classified employee, coordinates the service delivery and administrative functions of solid waste and other landfill diversion programs. Provides support to department staff, various community agencies, committees, and the general public to increase their knowledge in specific areas of landfill diversion. Provides program planning and assistance to staff and public in areas of assignment.
EXAMPLES OF DUTIES
Essential Duties:

  • Participates in the planning and development of new regulations, policies, procedures, and initiatives.
  • Develops and implements a public relations campaign using a variety of formats to promote landfill diversion, including: delivering promotional messages to local media, public speaking to a variety of audiences, and participating in public events. Writes newspaper articles, publishes a waste reduction newsletter, produces brochures, and creates other education and outreach materials.
  • Plans, presents and evaluates educational programs relating to landfill diversion and other Public Works functions for community groups, schools, authorities, and community organizations using various instructional methods.
  • Serve as web content liaison, developing and maintaining web pages for the Division.
  • Acts as liaison and a County and departmental spokesperson with various community officials, facility operators, and agencies to provide information and assure proper communication.
  • Provides liaison and administrative support to a variety of committees and commissions, including but not limited to those charged with assisting in the implementing the County's solid waste plan.
  • Coordinates a volunteer program to support various Solid Waste and Public Works programs. Collaborates with the Environmental Supervisor to staff events and programs.
  • Coordinates a comprehensive recognition program for local businesses and organizations that operate exceptional waste prevention and recycling programs.
  • Plans, presents, evaluates and assists with implementation of programs relating to solid waste and recycling issues. Participates in special studies evaluating the use of waste management services, interpreting services available and examining the opportunities for expanding new and existing programs.
  • Identify grant opportunities, write grant applications, and administer grant projects.
  • Supplements and assists other Public Works programs.
  • Frequent evening and weekend work required.
  • Provides staff support to various committees charged with assisting in the implementation of the County's solid waste plan.

Important Duties:

  • Enters data into a computer; creates and maintains data bases; prepares spreadsheets and reports; prepares correspondence and other written materials using word processing software.
  • Prepares and submits various reports to regulatory agencies and other organizations; maintains accurate records and files.
  • Operates standard office equipment, including a computer terminal. May be required to drive a County vehicle or own vehicle to various work sites.
  • Assist with local government officials to implement local legislation to local projects.
  • Coordinate activities with communities and local units of government that meet the goals of the departments and respective projects assigned.
  • Implements programs for Public Works and works with community members, contractors, and consultants to achieve desired results.

Knowledge, Skills, and Abilities:

  • Relevant areas of Federal and State Statutes, Rules, Regulations, policies and procedures in the area of solid waste management.
  • Current and emerging environmental issues.
  • Research, data analysis, and report preparation techniques.
  • Computer applications related to the work.
  • Correct oral and written English usage.
  • Standard office practices, including the operation of standard office equipment.
  • Collecting, analyzing and evaluating varied information and data.
  • Interpreting, applying and explaining complex laws, policies and regulations.

LICENSES AND CERTIFICATIONS
Possession of a valid Michigan Vehicle Operator's License
PHYSICAL DEMANDS
Duties require sufficient mobility to work in a normal office setting and use standard office equipment including a computer, vision to read printed materials and a computer monitor and hearing and speech sufficient to communicate in person or over the telephone.

EXPERIENCE/ EDUCATION
LEVEL 1 - GRADE 25:

  • Minimum of three (3) years progressively more responsible experience in developing, facilitating, and implementing outreach activities, special events, programs, and presentations.
  • Possession of a Bachelor's degree in Communications, Marketing, Environmental Science, Environmental Health, Public Administration or a related degree from an accredited university or college or equivalent. Additional years of experience can be substituted for the required education on a year for year basis.
LEVEL 2 - GRADE 27:

  • Minimum of five (5) years relative experience as an Environmental Education and Outreach Coordinator, or equivalent. May substitute relevant master's level education towards five year experience requirement.
  • Possession of an advanced degree is desired.
