JOB SUMMARY
Under general supervision of a higher classified employee, performs a variety of project management general information tasks for the Housing Rehabilitation, Home Weatherization and Energy Waste Reduction (EWR) programs. Assumes primary responsibility for the EWR program including promoting the program to new clients and community partners. Coordinating the furnace tune up and furnace replacement work typically completed through the EWR program. Provides program support to the Housing Rehabilitation Program and Home Weatherization Program. Certifies participant eligibility, maintains participant records, prepares reports, and performs in-field home inspections of client homes.
This is a grant-status position and is accordingly subject to the continued availability of programs and corresponding funds. Please note that this is a grant-funded position which will be eliminated at the time funding support is terminated.
EXAMPLES OF DUTIES
Essential Duties:

  • Responsible for the collection and maintenance of client records, which includes: intake forms, supporting documentation and related application information.
  • Maintain files and provides updates on progress of projects, work records and related project documentation.
  • Enter, review and run reports on data in various financial and reporting systems including but not limited to HUD IDIS, FACSPro and One Roof Database.
  • Prepare environmental review requests including utilizing the Affordable Housing GIS system and regulatory required sites, systems and reports.
  • Obtain contractor bids to assure that federal, state and local procurement requirements are followed.
  • Assist in preparing rehabilitation specifications including cost estimating, drawing sketches and preparing construction work orders.
  • Inspects residential client properties to identify eligible improvements, code deficiencies, existence of lead based paint and other environmental hazards.
  • Provides outreach, informational and referral services for other community and economic development programs as appropriate.
  • Consult with homeowners and program contractors to discuss the feasibility and the cost of improvements.
  • Conduct onsite walk-throughs with contractors to explain the scope of home improvement projects.
  • Oversee contractor employees to ensure work is being completed according to general building practices and to local building code. Acts as a foreman to projects related to program area.
  • Conduct pre-construction conferences with owners and contractors to execute contracts; review work specifications; coordinate construction work schedules to assure that federal, state and local regulations are followed.
  • Inspect and monitor work to ensure contractor compliance in the performance of the construction, provision of materials and professionalism; determining final approval of contractor activities at job completions, provides mediation between homeowners and contractors involving non-routine problems requiring in-depth discussions.
  • Demonstrates continuous effort to improve operations, work cooperatively and to provide quality customer service.
  • Attends staff meetings and training sessions as required. Maintains awareness of related programs and eligibility requirements.
  • Assists Housing Improvement Program Supervisor, staff and service providers to analyze operational problems, issues, requirements, and solutions that impact the collection and reporting of program participation and performance data.
  • Under direction of higher classified employee, arrange test and tune furnace inspections and corresponding work for eligible residents.
  • Under direction of a higher classified employee, arrange refrigerator replacements for eligible residents.
  • Under direction of a higher classified employee, process rebates eligible through the Energy Waste Reduction program.
  • Provides general support to housing improvement programs (Weatherization, Single Family Rehab) including data entry, file maintenance, scheduling assistance, and other activities as assigned.
  • Visits program clients' homes to provide in field inspection of homes for eligible repairs.
  • Prepare basic job assignments for Housing Rehabilitation Program.
  • Work to monitor work progress of Housing Rehabilitation Program contractors in completing work on client homes.
  • Performs other work as assigned.

EMPLOYMENT QUALIFICATIONS
Knowledge, Skills, and Abilities:

  • Knowledge of local building codes and property standards.
  • Understanding of modern construction principles, methods and materials.
  • Applicable federal, state and local laws and regulations.
  • Standard office practices, including the operation of computers and computer software.
  • Ability to establish and maintain courteous and effective relationships with diverse groups of people including contractors, homeowners, non-profit representatives and other employees.
  • Using sound, independent judgment within established policy and procedural guidelines.
  • Preparing clear, concise and effective written materials. Maintaining accurate files and records.
LICENSES/CERTIFICATIONS
A valid Michigan Vehicle Operator's License is required.
PHYSICAL REQUIREMENTS
Duties may require employee to exert up to ten (10) pounds of force occasionally or a negligible amount of force frequently to move objects. Sufficient mobility to work in and around residential homes including dusty and dark attic spaces or crawlspaces, basements, on uneven terrain and in a normal office setting and use standard office equipment including a computer, vision to read printed materials and a computer screen and hearing and speech sufficient to communicate in person or over the telephone. Ability to stand continuously for up to 4 hours.

EDUCATION
Possession of a high school diploma in addition to specialized technical training related to construction and/or trades required.
EXPERIENCE
One year of work experience with residential construction or with a utility rebate ¿Energy Waste Reduction¿ type program or similar service required. Work experience with home improvement programs or related work is also desirable.
