JOB SUMMARY:
Under the direction of the Court Administrator, the Trial Court IT Director is responsible for management of all local court information systems related to the operations of the Trial Court including but not limited to; implementation, configuration and oversight of hardware and software, coordination with outside agencies and vendors on IT related projects, and training and development of IT related system improvements.
EXAMPLES OF DUTIES
Essential Duties:

  • Develops and implements goals, objectives, policies, procedures and work standards for Trial Court IT department.
  • Prepares the Trial Court IT operational budget, monitors expenditures, justifies and authorizes line item transfers. Coordinates the purchase of IT equipment, services and supplies. Reviews and authorizes expenditures.
  • Provides oversight, day-to-day operational support, and enhancements to the Court's case management system and e-filing system.
  • Provides training to both court and non-court personnel using the Court's case management system and e-filing system.
  • Works with court managers and staff on designing and implementing IT strategies and infrastructure.
  • Acts as a liaison between the Court, system vendors and Washtenaw County Information & Technology Services. Serves on and provides support to a variety of committees, boards and commissions. May direct or personally perform the preparation of meeting agendas and minutes and the provision of a variety of office administrative support to such groups.
  • Represents the Trial Court IT department on numerous local committees. Makes oral and written presentations to include; financial, operational and other types of departmental reports. Meets with and makes presentations to governmental agencies, educational institutions, businesses, professional organizations and community groups.
  • Ensures timely and accurate caseload data reporting to SCAO as well as other state agencies.
  • Serves as designated department head of Trial Court IT and acts as liaison with other departments and agencies. Develops and implements effective public relations and communication.
  • Maintains system code tables and security, under direction of the Court Administrator.
  • Works with local and state agencies to maximize the sharing and transfer of data between the Court and related agencies.
  • Identifies, tests and evaluates new software releases of court system applications.
  • Reviews problem reports and works with users and vendors to find causes and solutions.
  • Oversees improvements and upgrades to Trial Court website; keeping the website up-to-date and accurate.
  • Responsible for the personnel and employee relations functions of the Trial Court IT Department; including interviewing and recommending hiring, training, assigning, scheduling and dealing with employee relations matters.
  • Exercises independent judgment and initiative in analyzing problems and recommending solutions requiring analytical thought. Displays excellent troubleshooting skills, as well as good research and problem-solving skills for improvements to court information systems and the advancement of technology at the Trial Court.
  • Handles difficult and/or emergency situations requiring immediate decision in accordance with State statutes, Washtenaw County and Trial Court policy and procedures. Using strong organizational skills with the ability to manage multiple tasks, sets priorities, coordinates multiple projects and meets critical deadlines.
  • Attends seminars, conferences and professional meetings and reads various trade publications to keep informed of current technology trends and professional concerns.
  • Assist other Trial Court departments with analyzing and implementation of new state regulations and legislation, including developing policies and procedures to ensure proper interface of changes after approval. Distributes such information to County departments or other agencies and organizations as required.
Important Duties:

  • Provides input into decisions regarding the purchase of new hardware and software.
  • Assists court staff in developing and maintaining necessary reports and statistical information.
  • Assists with the development of training programs and materials for court staff.
  • Performs other duties as assigned.

EMPLOYMENT QUALIFICATIONS
Knowledge, Skills, and Abilities:

  • Software applications utilized by the courts.
  • Sound understanding of computer systems, networks, security, telecommunications, databases and storage systems.
  • Court operations, including case processing, financial and scheduling.
  • Court data reporting requirements and formats.
  • Working knowledge of all relevant coding languages and security protocols.
  • Working with technical staff and the ability to train non-technical staff on Trial Court systems.
  • Utilization of PC's in stand-alone and network environments.
  • Communicating system requirements and changes with end users.
  • Strong interpersonal, communication and leadership skills.
  • Ability to manage and prioritize tasks and projects.
  • Excellent analytical and problem-solving skills.
LICENSES/CERTIFICATIONS
Specified positions may require possession of a valid Michigan driver's license.
PHYSICAL DEMANDS
Duties require sufficient mobility to work in a normal office setting and use standard office equipment including a computer, vision to read printed materials and a computer screen and hearing and speech sufficient to communicate in person or over the telephone.

EDUCATION
Possession of a bachelor's degree or equivalent with major coursework in computer science or a field related to the work. Possession of an advanced degree in an appropriate field is desired.
EXPERIENCE
Minimum of five (5) years with demonstrated experience in a judicial setting
