JOB SUMMARY
Under the supervision of a higher classified employee, is responsible for the complete maintenance of the county's most technical building mechanical systems. Assigned to facilities where systems are located, performs routine maintenance and necessary upkeep and repairs on systems equipment, facilities and grounds areas, utilizes a variety of general maintenance, electrical, plumbing and carpentry skills to perform duties with a high degree of independence.
EXAMPLES OF DUTIES - MAINTENANCE TECHNICIAN I/II
Essential Duties:

  • Change HVAC filters/belts and perform some maintenance of the units.
  • Repairs and replaces electrical outlets, switches and light fixtures.
  • Repairs and/or rebuild sinks, commodes and urinals including faucet and valve assembly.
  • Adjusts, repairs and replaces exit devices, emergency lighting and exit signs.
  • Patch and paint for new and/or remodeling projects
  • Installs receptacles, ballasts, change light bulbs
  • Removes snow and ice from sidewalks and applies salt and deicer.
  • Internal office support- moves furniture, hangs pictures
  • Provide vendors with direct access to County buildings.
  • Performs a variety of other duties as assigned.
  • Maintain the general cleanliness of county buildings and grounds. Support janitorial service on as needed basis only
EXAMPLES OF DUTIES - MAINTENANCE TECHNICIAN III
Essential Duties:

  • Operates all heating, ventilation and air conditioning systems in County facilities: monitoring various gauges, conducting chemical analyses of internal fluids, adding appropriate treatment as needed, performing routine preventative maintenance and preparing equipment for inspections.
  • Performs the more technical maintenance, repair and upkeep activities related to heating, ventilation and air conditioning systems: assuring the proper operation of pumps, motors, air handling units, pneumatic systems, fans, cooling towers and other related mechanical, electrical and plumbing equipment.
  • Maintains historical data on completed preventative maintenance measures, providing data for entry into a centralized software system for tracking purposes. Plans and schedules preventative maintenance work; trains lower-classed employees in skills necessary to accomplish same.
  • Operates, tests, and maintains emergency electrical generating systems. Assists with technical support (including initial hook-up, run-time troubleshooting, and decoupling) of emergency electrical generating systems in the case of power failure.
  • Initiates, operates, and powers-down mechanical systems in accordance with seasonal demands, continuously checking a variety of gauges, valves, fans, compressors and motors to assure proper operation.
  • Provides support to skilled trades at a high level of proficiency, including installation/replacement of lighting fixtures and components, basic plumbing repairs, carpentry work, locksmith duties, and other mechanical tasks.
  • Monitors and coordinates control panels and thermostats of all systems to maintain standard working temperature. Utilizes control system(s) for remote management of climate in facilities.
  • Communicates with co-workers, supervisors, and customers in a courteous, professional manner regarding project status, work load scheduling, upcoming needs, budgetary issues, etc.
  • Troubleshoots and repairs control systems when necessary.
  • Responds to on-site emergencies including but not limited to those related to weather events, security needs, and/or building catastrophes; directs the work of lower-classed employees in responding to same. Emergency response may require 24 hour on-call status.
  • Performs the duties of other maintenance personnel as necessary due to excessive workloads, temporary absences or emergencies.

EMPLOYMENT QUALIFICATIONS
Knowledge, Skills, and Abilities:

  • Ability to read and follow written and verbal job tickets and requests.

  • Skilled with power tools, hand tools, and other general construction equipment.

LICENSES AND CERTIFICATIONS
  • Possession of a valid Michigan Vehicle Operator's License is required.
EDUCATION
  • Maintenance Technician I: High School Diploma or Equivalent with some vocational or college level education in a related field is preferred. Some specialized technical training also preferred.
  • Maintenance Technician II: High School Diploma or Equivalent, and a Vocational Certificate such as electrical, plumbing, and/or mechanical systems (See attached Educational Curriculum Guide). This level of education can be obtained with 60 credit hours of coursework (associated degree level). Associates Degree in maintenance, building trades, engineering, or a related field preferred.
  • Maintenance Technician III: High School Diploma or Equivalent, and a Vocational Certificate such as electrical, plumbing, and/or mechanical systems. This level of education can be obtained with 60 Credit hours of coursework (associated degree level). Associates Degree in maintenance, building trades, engineering, or a related field preferred.
EXPERIENCE
Maintenance Technician I:

19-24 months of experience required doing the below work:
  • To become a maintenance tech I the successful candidate must score a minimum cumulative score on the written and hands on test of an 75%.
  • Skilled in the use of with hand tools, power tools, and cleaning equipment.
  • On the job experience with basic carpentry, electrical, plumbing, and HVAC.
Maintenance Technician II:

2-3 years of experience required doing the following work:
  • Extensive experience with hand tools and power tools.
  • Documented experience with basic carpentry, electrical, plumbing, or HVAC.
Maintenance Technician III:

3-5 years of experience required doing the below work:
  • Extensive experience with hand tools and power tools.
  • Documented experience with the ability to perform at the journeyman level in carpentry, electrical, plumbing, or HVAC.
  • This level of experience would be obtained by at least (3) years in the building trades/electrical/plumbing/ or HVAC field. The individual in this position would be required to work with limited supervision, and be accountable for producing an acceptable level and quality of work.
***Advancement procedure for Maintenance Technicians requires the following items listed below:

Maintenance Technicians must be in their current level as M-1 or M-2 for one (1) year before they are eligible to take the test to advance to the next level. Maintenance Technicians must pass the next level test and have a minimum of two (2) years¿ experience in their present level of M-1 or M-2 to advance to the next higher level of Maintenance Technician. A minimum cumulative score on the written and hands on test of a 85% is required for advancement to a M2 level. A minimum cumulative score on the written and hands on M3 test of a 75% is required for advancement to a M3 level. This schedule would allow an M-1 to advance to M-2 in two (2) years and this process would allow an M-2 to advance to M-3 in an additional two (2) years.

PHYSICAL DEMANDS
Duties require sufficient mobility to work in a normal office setting and use standard office equipment, vision to read printed materials and a computer screen and a hearing and speech sufficient to communicate in person or over the telephone. Duties require sufficient mobility to move and/or transport items weighing up to 50 pounds frequently, and up to 100 pounds infrequently.

SPECIAL REQUIREMENTS
A pre-employment medical examination is necessary. Satisfactory completion of a Facility Maintenance written and hands on performance examination is also required. Obtain satisfactory clearance through a criminal background check is necessary. Some mandatory overtime outside normal business hours is required. All levels are also required to be a member of the FM snow removal team.
