JOB SUMMARY
Under the supervision of a higher classified employee the Detention Supervisor coordinates and supervises shift operations and assigned staff. Responsible for the custody, care, supervision and activity schedule of Youth Center residents. Trains, supervises, reviews and evaluates assigned staff. Participates in hiring, training, and orienting new staff. Plans, coordinates and monitors treatment activities and assists in scheduling staff. Processes referrals, admissions, and discharges. Assures safety of youth, families, staff and facility and provides direct service to clients and families as needed. Makes recommendations for action and assists in policy and procedure development and implementation. Performs related work as assigned.
EXAMPLES OF DUTIES
Essential Duties:

  • Plans, organizes, assigns, directs and reviews the work of staff and volunteers to which assigned.
  • Assists in managing daily staff schedule, reviewing staff time off
  • Selects personnel and provides for their training and professional development.
  • Evaluates performance and carries out discipline/commendation as required.
  • Interprets applicable state and federal laws and regulations and County policies to subordinates.
  • Attends administrative / supervisory meetings as assigned.
  • Assures proper completion of service documentation, reports, logging, client case records and any other documentation of service.
  • Ensures the professional development of staff and volunteers to which assigned through internal and external training opportunities.
  • Prepares and participates in the collection of data and information on services and outcomes.
  • Assures that medicines are given as prescribed and that special medical instructions are followed.
  • Accepts bond money and/or surety bonds and issues receipts.
  • Acts as liaison with Courts, social service agencies, law enforcement officers and other professional entities associated with Youth Center residents.
  • Determines daily schedule and routine for clients including internal and external activities for clients and assigns staff accordingly.
  • Provides training, direction and supervision of staff to which assigned in areas of program model, incentive and sanction system, daily operations, group management techniques and crisis intervention.
  • Coordinates activities with other related departments and programs to ensure seamless and integrated customer service.
  • Issues requests for maintenance and janitorial service as needed.
  • Assures security and safety of clients, staff and building. Counsels youth and staff in crisis situations. Decides and directs procedures during emergency circumstances in accordance with policies.
  • Verbal de-escalation and physical management of others in accordance with policies.
  • May serve on-call 24 hours per day to assist the various programs in resolving problems.
Important Duties:

  • Uses standard office equipment including a personal computer in the course of the work.
  • Prepares correspondence and other written material using word processing software.
  • May drive a County or personal vehicle in the course of the work.
  • Performs related duties as assigned.

EMPLOYMENT QUALIFICATIONS
Knowledge of:

  • Juvenile Detention rules and procedures.
  • Security procedures in the management of a 24-hour Detention facility.
  • Juvenile justice systems and programs.
  • Verbal de-escalation, physical restraint and physical management techniques.
  • Community social service agencies and resources related to families and juveniles.
  • Principles and practices of employee supervision in a public agency setting with a labor relations component.
  • Computer applications related to the work.
  • Excellent oral and written English language usage.
  • Standard office practices, including the operation of standard office equipment.
Skill in:

  • Planning, organizing, and directing cognitive behavioral programs for adolescents.
  • Planning, directing and reviewing the work of others and training others in work procedures.
  • Influencing people in their opinions, attitudes and judgments.

LICENSES AND CERTIFICATIONS
Possession of a valid Michigan Vehicle Operator's License is required.
PROFICIENCY TESTING
  • Must achieve a passing score on applicable Detention proficiency testing instrument.
  • Must demonstrate proficiency in performing facility authorized physical management technique.
PHYSICAL DEMANDS
  • Duties require sufficient mobility to work in a normal office setting and use standard office equipment including a computer, vision to read printed materials and a computer screen, and hearing and speech sufficient to communicate in person or over the telephone.
  • Duties may require employee to exert up to 100 pounds of force in the physical management and restraint of youth.
  • Duties also require a willingness to be on twenty-four hour, seven-day a week call to respond to emergencies.
EDUCATION
  • Possession of a Master's Degree in Social Work or other approved human behavioral science field from an accredited college or university.
EXPERIENCE
  • Two (2) to three (3) years of professional experience in youth-serving or child caring institution.
  • Professional supervisory experience in secure detention or secure residential treatment institutions, cognitive behavioral modality, group treatment with adolescents and family treatment preferred.
