JOB SUMMARY
Under the supervision of a higher classified employee, conducts the intake process for the housing rehabilitation programs. Assists with temporary relocation and loan subordination process. Assures regulatory compliance with all programs. Tracks and manages all files relating to the homeowner rehabilitation programs. Monitors progress to assure compliance and achievement of program objectives.
EXAMPLES OF DUTIES
Essential Duties:

  • Under the supervision of the Housing Improvement Program Supervisor, conducts intake for the Washtenaw County homeowner rehabilitation programs, including single family rehabilitation, weatherization, manufactured housing, emergency repairs and other home improvement programs.
  • Completes marketing material mailings and community outreach. Sends out materials to neighborhood groups, non-profits and other interested parties.
  • Executes contracts, mortgages, notes and other legal documents. Ensures legal documents are filed with the Register of Deeds. Assists with the review and analysis of subordination requests for Community Development mortgages.
  • Assures program compliance with federal, state and local regulations, as applicable. Enters data into database tracking systems and runs reports to monitor progress and for external funders.
  • Completes pre-assessment and intake for new clients. Prepares files and records. Meets with clients on-site or in the client's home when necessary, and collects all required program documentation from client. Provides follow-up and assistance to new and existing clients.
  • Conducts case-level monitoring for compliance with Federal, State and local policies; contract requirements, and fidelity with program goals and objectives.
  • Gather, organize and analyze data for reporting and service improvement.
  • Prepare statistical and narrative reports.
  • Performs basic clerical tasks such as (but not limited to) answering the phone, data entry and retrieval, typing, copying, collating, and general filing.
  • Performs other related duties as assigned.

SKILLS AND ABILITIES
  • Interpersonal and communication skills (written and oral) to interact effectively with individuals and agencies involved in related programs.
  • Ability to prepare clear, concise and effective written materials.
  • Ability to collect, analyzing and evaluate varied information and data
  • Ability to maintain accurate records and files, and enter and retrieve information from a computer with sufficient speed and accuracy to perform the required work
  • Ability to set priorities, using judgment to coordinate multiple projects and meet deadlines.
PHYSICAL DEMANDS
  • Duties require sufficient mobility to work in a normal office setting and use standard office equipment including a computer, vision to read printed materials and a computer monitor and hearing and speech sufficient to communicate in person or over the telephone.

EDUCATION
  • Associates Degree or equivalent in social work or closely related field.
EXPERIENCE
  • A minimum of two (2) years of experience working with low-income households on intake, counseling, or advocacy.
  • A minimum of one (1) year experience working for a federally-funded program.
  • Preference will be given to candidates with working knowledge of real estate financing.
  • Three-month break-in period.
NECESSARY SPECIAL REQUIREMENTS
  • Possession of a valid Michigan vehicle operator's license.
  • Completion of training course offered by HUD by end of probationary period.
