JOB SUMMARY:
Under the supervision of a higher classified employee, performs payroll operations for all county departments conforming to established policies and procedures. Processes payroll for active employee and retirees, and submitting to the Treasurer's department appropriate taxes and reports in an accurate and timely basis. Performs other payroll duties, along with processing other related requests from county departments. Prepares necessary reports and implements appropriate internal audit trails.
EXAMPLES OF DUTIES
Essential Duties:

  • Ensure accurate processing and recording of company's payroll, provide timely and accurate financial information, coordinating tax information, requirements and regulations with Treasurer's department for both retirees & regular employees according to Federal Guidelines & County policies.
  • Acts as liaison with other departments and agencies to answer inquiries and resolve problems involving the applications or interpretation of related departmental policies and procedures.
  • Prepares and enters a variety of payroll related documents (e.g. Parks/Rec, YMCA, 457 plans, garnishments, Friend of the Court, Student Loans, Levies) for the purpose of documenting activities, providing written reference, and/or conveying information.
  • Receives and reviews timesheets from all departments to verify accuracy and assist in the balancing of payroll.
  • Prepares internal/external correspondence in response to written inquiries concerning payroll related issues. Researches and responds to inquires from all levels of Department personnel and other agencies regarding payroll issues.
  • Serves as a liaison between off-site payroll liaisons and other county departments to answer questions and receive authorizations. Explains policies, procedures and assists employees and/or liaisons in time entry questions.
  • Process & review payments to vendors for deductions taken from employees & retirees checks (e.g. Friend of the Court, garnishments).
  • Works closely with the ITS department to maintain and enhance the coordination on all payroll software upgrades.
  • Performs detailed calculations (e.g., student loans, workers¿ compensation, wage adjustments and manual checks).
  • Performs daily scanning of necessary reports and/or documents.
  • Performs other related duties as assigned.

EMPLOYMENT QUALIFICATIONS
Knowledge, Skills and Abilities:

  • Knowledge of Payroll which includes the ability to perform basic math, including calculations using fractions, percent's, and/or ratios.
  • Read a variety of manuals, write documents following prescribed formats, and/or present information to others; and solve practical problems.
  • Specific knowledge-based competencies required include: principles and techniques involved in payroll preparation, monitoring and control; payroll related accounting practices; labor contracts and their impact on payroll; and other applicable County, State and Federal laws.
  • Skills are required to perform single, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions.
  • Specific skill-based competencies required to satisfactorily perform the functions of the job include: preparing and maintaining accurate records; and using pertinent software applications like Excel, Word, Outlook & MUNIS.
LICENSES AND CERTIFICATIONS
  • Specified positions may require possession of a valid Michigan driver's license.
PHYSICAL DEMANDS
  • Duties require sufficient mobility to work in a normal office setting and use standard office equipment including a computer, vision to read printed materials and a computer screen and hearing and speech sufficient to communicate in person or over the telephone.
  • Duties may require employee to exert up to 10 pounds of force occasionally, or a negligible amount of force frequently to lift, carry, push, pull or otherwise move objects.

EDUCATION
  • Possession of an Associate's degree with major course work in Business or Public Administration or its equivalent.
EXPERIENCE
  • Two-Three (2-3) years of progressively more responsible experience in payroll procedures required.
