JOB SUMMARY
Under the direction of the Children's Services Director. Performs professional level work requiring knowledge of budgeting, hiring & training, reporting for grants & contracts, food service, and correctional security infrastructure. Performs project management responsibilities in the areas of organizational development, strategic planning, and building security. This position will manage the Children's Services business office, food service and janitorial program, and facility security system. This position may be required to be on 24-hour emergency call at designated times in coordination with the Children's Services Director.
EXAMPLES OF DUTIES
  • Develop and implement goals, objectives, policies, procedures and work standards for staff in the Children's Services business office and food service program.
  • Plan, organize, assign, direct, review, and evaluate the work of assigned staff directly and through subordinate supervision; select personnel and provide for their training and professional development; interpret County policies and procedures to subordinates. Develop and implement programs to assess and meet mandated needs for the operation of the Children's Services department.
  • Responsible for the recruitment, hiring and training oversight of all new direct care staff and Supervisors in the Detention Center.
  • In collaboration with the County Finance Department, assists with budget development and management the department budget, coordinates budget development and may prepare estimates or narrative, and monitors expenditures in areas of program responsibility.
  • Plans and organizes complex administrative studies related to the activities or operations of the department or division; determines analytical techniques and information-gathering processes and obtains required information and data for analysis.
  • Analyzes alternatives and makes recommendations regarding such matters as organizational structure, budget development and administration, staffing, building, equipment, personnel, productivity and policy and procedure modifications.
  • Confers with County staff from other departments; represents the County and the department or division in meetings with other governmental agencies and business, professional and community groups, vendors, contractors and the public; serves on a variety of professional committees as assigned.
  • Prepares and maintains personnel/employment paperwork for staff, students, volunteers and contractual staff. Maintains department personnel files, prepares personnel transactions, and records hours worked and leave accrual.
  • Provides data integrity oversight for asset management.
  • Managerial oversight of personnel assigned to facility staffing schedule.
  • Functions as a Department liaison with County departments to facilitate business processes.
  • Enhance communication and customer service by meeting with necessary County employees, administration and others to plan for and be informed of activities and schedules that impact their workspace.
  • Establishes and maintains effective working relationships with various Department Heads, primary customers, employees and the general public that we serve.
  • Managing facility food service and janitorial programs.
  • Managing facility security system.
  • Managing department business office.
  • Oversight of recruiting, hiring and retaining staff. Training for new hires.
  • Directs the maintenance and submission of accurate records, reports and files; maintains accurate records and files related to areas of assignment.
  • Participates on County committees and in professional development activities.
  • Performs other tasks and related duties as assigned.

PHYSICAL DEMANDS
Duties require sufficient mobility to work in a normal office setting and use standard office equipment including a computer, vision to read printed materials and a computer screen and hearing and speech sufficient to communicate in person or over the telephone.

EDUCATION
Possession of a bachelor's degree or equivalent with major coursework in business or public administration, organizational leadership, finance, communications, or a field related to the work.
EXPERIENCE
2 years of progressively responsible experience in contract preparation, administration and/or procurement in a correctional facility. One (1) years of experience in performing supervisory/managerial work with demonstrated job proficiency in a correctional facility.
