JOB SUMMARY
THIS IS A TEMPORARY POSITION, 37.5 HOURS PER WEEK FOR 6-9 MONTHS

Under the supervision of a higher classified employee, conducts field inspections of construction sites at various locations throughout Washtenaw County to prevent soil erosion and sedimentation due to construction activity. Will also provide soil infiltration testing observations and conduct site inspections of completed site developments. May review plans, issue permits, and respond to citizen complaints. Investigates possible soil erosion incidents and gathers information for the enforcement of the Soil Erosion and Sedimentation Control Act 451, Part 91, 1994. This position requires State of Michigan Department of Environmental Quality Part 91, Soil Erosion & Sedimentation certification.
EXAMPLES OF DUTIES
Essential Duties:

  • Reviews citizen complaints regarding soil erosion and sedimentation control that come under the jurisdiction of the Program.
  • Assists in performing periodic routine site inspections to assure that program standards are met and that the Soil Erosion and Sedimentation Control Act and the Washtenaw County Soil Erosion Ordinance are complied with.
  • Provides information to applicants, property owners, contractors, developers, engineers, and architects regarding Part 91 and the Washtenaw County Soil Erosion & Sedimentation Control Ordinance.
  • Reviews applications/plans for earth changes and issue soil erosion and sedimentation control permits.
  • Inspects and certifies construction and maintenance projects.
  • Reviews survey descriptions of easements, right-of-ways and boundary descriptions.
  • Inspects and verifies in-situ soil conditions at field testing sites.
  • Uses GPS units to collect data and verify location of county storm water infrastructure.
  • Maintains records of activities for departmental administrative use.
  • Performs other duties as assigned.

PHYSICAL DEMANDS
  • Duties require sufficient mobility to work in normal office and field settings, including ability to make field site inspections, and use standard office equipment including a computer, vision to read printed materials and a computer screen and hearing and speech sufficient to communicate in person or over the telephone.

EDUCATION
  • Education and experience in Engineering, Environmental Health, Geology, Biology, Land Use Planning or a related environmental field.
  • Possession of a Bachelor Degree is desired.
EXPERIENCE
  • Minimum of one (1) year of environmental and/or soil erosion field work experience is preferred.
NECESSARY SPECIAL REQUIREMENTS
  • Possession of a valid Michigan Vehicle Operator's License.
  • Satisfactory completion of the Construction Storm Water Operator/Soil Erosion Inspector Training (Part 91) sponsored by the Michigan Department of Environmental Quality is required within one (1) month of employment.
