JOB SUMMARY
Under the supervision of a higher classified employee, performs professional accounting work, which requires a thorough knowledge of governmental accounting practices. Develops and maintains a uniform accounting system, disburses and controls grants and other funds, and assists in developing the departmental budget.
EXAMPLES OF DUTIES
Essential Duties:

  • Develops accounting systems and bookkeeping procedures in accordance with departmental needs and standard governmental accounting practices.
  • Receives grants and other funds, projects cash flow needs based on past experiences and future expectations, and monitors spending to assure that expenses are within guidelines at predetermined checkpoints.
  • Credits departmental revenues to proper account, controls cash flow and prepares monthly cash transmittal to the Treasurer's Office.
  • Maintains departmental accounts receivable ledgers, and prepares interdepartmental billings, statements, invoices as necessary.
  • Maintains departmental accounts payable ledgers, assigns cost classifications, and audits invoices received, and authorizes payment.
  • Summarizes and balances account records at month's end, and reconciles books to assure agreement of account balances between County and departmental ledgers.
  • Assists in projecting and preparing the department's annual budget.
  • Prepares monthly, quarterly, and annual financial reports.
  • Drafts letters and memos related to accounting matters, and answers telephone inquiries.
  • Maintains liaison with other County accounting staff to coordinate transactions, activities, and procedures.
  • Assists external auditors in locating and interpreting departmental account records.
  • May serve as a grant analyst performing pre-analysis and monitoring of grants awarded to Community Mental Health.
  • Performs other duties as assigned.

PHYSICAL DEMANDS

EDUCATION
  • Equivalent to a possession of a bachelor's degree or business or accounting.
EXPERIENCE
  • Three (3) to four (4) years of professional accounting experience.
  • Public agency experience is desirable.
