JOB SUMMARY
Under the supervision of a higher classified employee, assists department administration in developing comprehensive short and long-range plans for the improvement, expansion and development of further park services for the Washtenaw County Parks and. Recreation Commission. Develops plans based on the evaluation of current services and projected needs, extensive research and analysis of available resources and impact reports. Compiles necessary data and pertinent information, preparing various grant applications for acquisition and development funding. Maintains oversight of projects as assigned.
EXAMPLES OF DUTIES
Essential Duties:

  • Prepares with department administration long range park development plans for the Parks and Recreation Commission, compiling data which includes an inventory and analysis of county resources, evaluation of community needs, goal determination, and an evaluation of acquisition and development projects
  • Prepares grant applications for subsidized funding, compiling data including environmental impact assessments, fund proposals and other related necessary information. In addition, investigates other possible funding sources for development projects.
  • Prepares technical memoranda, presentations, graphic materials, publications, and reports to facilitate discussions with staff, Parks and Recreation Commission, other agencies, and the public, to review and convey the necessity of development plans and to coordinate joint projects. May facilitate or take lead role in facilitating public process for departmental activities.

  • Assists local units of governments in the development of park master plans and in the design of specific proposals.
  • Design and implement master plans and studies concerning areas such as parks, open space, trails, natural resources, land use and transportation, and public services and facilities. Assist in preparing scopes of work, cost estimates and bid documents for park projects.
  • Assists with land preservation projects under the Natural Area Preservation Program.
  • Continually researches and evaluates, through opinion surveys and discussions, the recreation needs and desires of County residents, considering past practices and new recreational trends.
  • Regularly evaluates the success and adequacy of existing park services and facilities.
  • Provides oversight and assistance to consultants in the development of park facilities and community groups in the development of recreation services.
  • Performs other related duties as assigned.

EMPLOYMENT QUALIFICATIONS
Knowledge, Skills, and Abilities:

  • Principles and practices of community recreation and leisure service programs, equipment, activities and trends.
  • Funding sources and community resources for support of recreation programs and facilities.
  • Experience with land preservation, real estate principles, including but not limited to grant opportunities, conservation easement standards and practices, and land negotiation.
  • Research, data analysis and report preparation techniques.
  • Basic public information and media relations techniques.
  • Interpreting, applying and explaining complex laws, policies and regulations.
  • Setting priorities, coordinating multiple projects and meeting critical deadlines.
  • Using sound, independent judgment within established policy and procedural guidelines.
  • Preparing clear, concise and effective written materials.
  • Maintaining accurate records and files.
  • Establishing and maintaining effective working relationships with those contacted in the course of the work.
LICENSES & CERTIFICATIONS
  • Possession of a valid State of Michigan Vehicle Operator's license
PHYSICAL DEMANDS
  • Duties require sufficient mobility to work in a normal office setting and use standard office equipment including a computer, vision to read printed materials and a VDT screen and hearing and speech sufficient to communicate in person or over the telephone.
  • Duties require sufficient mobility to respond, assess and inspect the project work site, including working around heavy equipment and/or traffic and functioning in inclement weather. Duties require sufficient mobility to move and/or transport items weighing up to 30 pounds.

EDUCATION
Level I - Senior Planner

  • Equivalent to possession of a bachelor's degree in Landscape Architecture, Urban Planning, or Parks and Recreation Management.
Level II - Principal Planner

  • Equivalent to possession of a bachelor's Degree in Landscape Architecture, Urban Planning, or Parks and Recreation Management. Master's degree desired.
EXPERIENCE
Level I - Senior Planner

  • Two (2) years of progressively more responsible experience with an organization providing parks and recreation services.
Level II - Principal Planner

  • Four (4) years of progressively more responsible experience in planning and managing significant development/construction projects with an organization providing parks and recreation services.
