JOB SUMMARY
Under the supervision of a higher classified employee, coordinates the operation of the County purchasing.
EXAMPLES OF DUTIES
Essential Duties:

  • Provides customer service to Washtenaw County departments, vendors and citizens.
  • Reviews requisitions and confers with departments regarding purchasing requirements, specifications, budgetary limitations, quantity and quality of merchandise, and delivery requirements; may recommend substitute items to reduce cost, improve ultimate service, or shorten delivery time.
  • Carries out necessary follow-up and expenditure activities to insure prompt delivery as required by the various department schedules.
  • Solicits and analyzes quotations for new or recurring items. Recommends awarding of orders, bids, contracts, ensuring that all purchases comply with the County Procurement Policy and accepted trade practices.
  • Maintains templates and boilerplates.
  • Prepares bid specifications with designated County department representative, identifying appropriate vendors, mailing bid letter invitations and job specifications.
  • Provides customer service to Washtenaw County departments, vendors, and citizens.
  • Serves in an advisory capacity to other departments by promptly obtaining specifications, quotations, delivery schedules, terms, and costs.
  • Maintains records and prepares reports pertaining to items purchased, invoices, costs, deliveries and performs related work as required or requested.
  • Screens vendors and examines product quality, prices, availability, service and delivery, accepting most qualified supplier. Responsible for product analysis and materials management.
  • Attends bid openings; records and maintains records of all pertinent information relating to the bid processes.
  • Conducts correspondence on purchasing matters; interviews vendors' representatives regarding price changes, trade and cash discounts and searches for new innovations in goods being offered for sale.
  • Serves as lead worker; coordinates and assigns work to subordinate staff. May be assigned to manage workload in the absence of a supervisor.
  • Maintains an in-date file of catalogs, price lists, and related materials, to provide departments with the latest product information available.
  • Approves the payment of invoices for materials, equipment and supplies.
  • Trains departmental contract users.
  • Performs a variety of related duties as required.

PHYSICAL DEMANDS
Duties require sufficient mobility to work in a normal office setting and use standard office equipment including a computer, vision to read printed materials and a VDT screen and hearing and speech sufficient to communicate in person or over the telephone.

EDUCATION
Possession of a Bachelor's degree or its equivalent in a business related field.
EXPERIENCE
Three (3) to five (5) years of purchasing experience, including one (1) year of public sector purchasing and one (1) or more years of contracting experience.
OTHER REQUIREMENTS
Must have demonstrable computer-related skills and ability to operate common and specialized software in the performance of tasks.
