JOB SUMMARY
Under the general supervision of a Service Utilization Manager, the primary responsibility of the hospital/court liaison is to be the key connection between WCCMH, state hospitals, the Center for Forensic Psychiatry (CFP) and the court system. This role will have additional functions in the area of utilization management to assure consumers of Washtenaw County are receiving quality, cost effective services in the most appropriate treatment setting and least restrictive level of care.
EXAMPLES OF DUTIES
Essential Duties:

  • Position will have a primary focus of providing liaison services between state hospitals, the Center for Forensic Psychiatry (CFP), Not Guilty by Reason of Insanity Committee (NGRI) the court system and WCCMH.
  • Plays key role in coordinating discharge planning for consumers of WCCMH as well as community members not engaged with WWCMH from state facilities or the CFP.
  • Attends hospital and CFP treatment team meetings for Washtenaw County sponsored patients while hospitalized.
  • Attends court conferences with legal, state hospital and CFP personnel, makes recommendations and prepares court required documentation including Alternative Treatment Plans for the Washtenaw County probate court and attends court proceedings.
  • Promotes interagency cooperation and represents the agency in the community with other County departments, outside agencies, with families of customers, and other interested parties in such a way that an understanding of customers' needs are fostered and that fosters the mission and goals of the agency.
  • Conducts utilization management functions on behalf of the WCCMH for General Fund and Medicaid sponsored patients.
  • Conducts prospective, concurrent and retrospective reviews for authorization of service packages and services for individuals of Washtenaw County.
  • Conducts prospective, concurrent and retrospective review of data to identify outliers followed by review of individual cases to determine need for change in level of care assignment or service intensity.
  • Collect and summarize data and reports to the Service Utilization Manager in order to assist in the identification of systemic service utilization trends and recommendations for programmatic/policy change.
  • Represents the agency in the community in a way that fosters the mission and goals of the agency.
  • Enters data into a personal or mainframe computer system. Prepares information, correspondence and other written materials using word processing software.
  • Uses standard office equipment in the course of the work.
  • May drive a County or personal vehicle in the performance of the work.
  • Performs other duties as assigned.

EMPLOYMENT QUALIFICATIONS
Knowledge of:

  • Crisis residential services.
  • Experience with differential diagnosis between SPMI, SED, DD, SA and medical disorders.
  • Principles and practices, applicable laws and regulations covering service delivery in the discipline to which assigned.
  • Knowledge of Michigan Mental Health Code and other applicable laws, policies and regulatory standards.
  • Department policies, procedures, rules and regulations.
  • Techniques of dealing effectively with individuals of varying socio-economic backgrounds.
  • Community resources available to customer families and individuals.
  • General knowledge of common office computer software programs as well as applications which are specific to the assigned unit/department.
Skill in:

  • Interpreting, applying and explaining complex laws, policies and regulations.
  • Analyzing complex personal and procedural problems, evaluating alternatives, and making sound recommendations.
  • Using sound independent judgment within established policy and procedural guidelines.
  • Maintaining accurate files and records.
  • Preparing clear, concise and effective written materials.
  • Establishing and maintaining effective working relationships with those contacted within the course of work.
Ability to:

  • Represent the agency to partnering agencies, the provider network, the community, consumers and other interested persons in a way that fosters a positive working relationship.
  • Work with the mental health system programs.
PHYSICAL DEMANDS
  • Duties require sufficient mobility to work in a normal office setting and use standard office equipment including computer, vision to read printed materials and a computer monitor, and hearing and speech sufficient to communicate in person and over the telephone.

EDUCATION
Minimum requirements are that applicants have a valid Michigan Driver's License and meet any requirements by funders for transportation of consumers, a Bachelor of Science in Nursing or Master's degree in Social Work or Psychology plus one of the following:
  • License Master's in Social Work (LMSW) State of Michigan certification
OR

  • Limited Licensed Master's in Clinical or Behavioral Psychology (LLP) State of Michigan certification
EXPERIENCE
  • Three years of clinical experience in the treatment of persons with mental illness, developmental disabilities and co-occurring disorders
  • Demonstrated knowledge and direct experience in the principles and practices of utilization management and review.
  • Other qualified health professional licensure as required to provide services and able to received Medicaid and/or Medicare reimbursement and other third party reimbursement for mental health and/developmental disability services.
