JOB SUMMARY
Under the supervision of a higher classified employee, serves as a Financial Counselor, performing the tasks associated with helping County residents on creating increased financial stability and well-being through credit, savings, mainstream banking, and debt reduction goals. Understands and effectively explains financial counseling topics. Assess individual needs and develop individual financial action plans with each customer, including identifying additional resources to achieve said goals.
This is a grant-status position funded with American Rescue Plan and Cities for Financial Empowerment Funds and is currently funded as part of a 3-year pilot initiative.
EXAMPLES OF DUTIES
Essential Duties:

  • Provide individualized financial counseling sessions and make appropriate referrals, integrating wrap around supports to achieve greater household financial outcomes.
  • Help customers navigate their financial action plan, which could include budget counseling, credit practices, housing, basic need, mainstream banking product access, and credit issues. Engage in ongoing follow-up with customers.
  • Educate community stakeholders on financial counseling services; foster and maintain a referral network to address the vast variety of customer needs and concerns.
  • Develop, coordinate, and facilitate workshops as a means of outreach and education to potential customers and community stakeholders.
  • Document customer interaction, using professional standards of privacy and confidentiality while documenting customer information. Collect, track, and report required data using a client management database.
  • Participate in initial trainings and ongoing professional development trainings, including successfully completing and passing an initial counseling training test prior to seeing customers.
  • Follow required protocol and program requirements.

EMPLOYMENT QUALIFICIATIONS
Knowledge, Skills, and Abilities:

  • Ability to provide direct financial counseling.
  • Ability to recognize need for and to make effective community referrals.
  • Knowledge of community resources (and eligibility requirements) available to assist with customers¿ financial, social, legal, housing, and medical needs.
  • Interpersonal counseling, financial literacy, and goal plan skills sufficient to assist customers in developing budgets and financial action plans.
  • Computer applications related to the work (e.g. word processing, Microsoft products, utilizing case management database).
  • Providing attention to detail, accuracy, and consistency.
  • Ability to work collaboratively in a team environment.
  • Setting priorities, coordinating multiple customer cases, and meeting critical deadlines.
  • Using sound, independent judgment within established policy and procedural guidelines.
  • Operating standard office equipment, including but not limited to, personal computer, fax machine, photocopier, and calculator.
  • Performing effectively under stress; attaining precise set limits, tolerances, and standards.
  • Communicating effectively with others over the phone and in person.
  • Preparing clear and concise written correspondence.
  • Exercising good judgment in handling confidential customer information.
LICENSES/CERTIFICATIONS
Valid driver's license.
PHYSICAL DEMANDS
Duties require sufficient mobility to work in a normal office setting and use standard office equipment, including a computer, and vision to read printed materials and a computer monitor. Hearing and speech sufficient to communicate in person and over the telephone. Sufficient mobility to visit delinquent properties and customers throughout the county.

EDUCATION
Possession of a bachelor's degree, or its equivalent in finance, public administration, social work, or a similar field.
EXPERIENCE
A minimum of two (2) years of experience performing direct customer service counseling, financial planning, coaching/mentoring, or in teaching.
