JOB SUMMARY
Under the supervision of Field Services Supervisor or higher classified employee, performs a variety of on-site maintenance of drains and lake level control structures at various locations throughout Washtenaw County to ensure proper operation and safety. Performs physical drain maintenance and repair work, including removal of brush, sediment, and debris, pipe installation and repair, and storm water structure repair. Operates and maintains chain saw, brush chipper, weed whip, and other small mechanized equipment and various hand tools. Drives and Operates Vactor combination sewer cleaner, tractors, and boom mower. Assists with inspections and response to citizen work requests. Leads seasonal maintenance crew and as such acts as a liaison between higher classified employees and seasonal maintenance crew.
EXAMPLES OF DUTIES
Essential Duties:

Performs a variety of maintenance on county drains to assure proper operation, consistent with the provisions of the Michigan Drain Code:
  • Maintenance of open channel drains, ditches and streams; brushing and tree removal, Right-of-way maintenance, sediment removal, stream bank and Right-of-way restoration, including necessary soil erosion and sediment control best practices.
  • Maintenance of retention and detention ponds; brushing and tree removal, Right-of-way maintenance, sediment removal, bank and Right-of-way restoration, including necessary soil erosion and sediment control best practices.
  • Maintenance of urban enclosed storm drain pipes and structures; Cleaning, rebuilding and replacement.
  • Maintenance of rural enclosed storm drain tiles and structures; Cleaning, rebuilding and replacement.
Important Duties:

  • Operates and maintains small equipment and hand tools including chainsaws, weed whips, tractor w/ front end loader, brush hog, and brush chipper.
  • Drive and operate a Vactor combination sewer cleaner, CDL type B w/ air brake and tanker endorsement required within 6 months of hire.
  • Operates and maintains a boom mower.
  • Receives daily instruction from higher classified employees, and relays information to seasonal labor crew.
  • Ensures seasonal crew safety equipment is in working order and utilized correctly.
  • Assist higher classified employees in routine drain inspections.
  • Perform lane closures on a variety of road types in various scenarios.
  • Assist with emergency situations after normal business hours.
  • Maintain records of activities for department administrative use.
  • Inspects and installs soil erosion and sedimentation control measures.
  • Purchases supplies and services and turns in receipts on a timely basis.
  • Maintains a daily and weekly schedule for shop and equipment maintenance and cleaning.
  • Effectively use technology including desk top PC, hand held devices, GIS devices and mobile mapping applications.
  • Performs other related duties as assigned.

EMPLOYMENT QUALIFICATIONS
Knowledge, Skills, and Abilities:

  • Skilled in proper use of small equipment and handheld tools, with ability to identify if in working order and utilized correctly.
  • Tree and brush removal experience, including necessary tools for those activities.
  • Knowledge of storm sewer infrastructure and drain construction.
  • Ability to obtain CDL type B w/ air brake and tanker endorsement within 6 months of date of hire.
  • Ability to adjust behavior and work methods as directed in response to new information, changing conditions and unexpected situations.
  • Entering and retrieving information from a computer, hand held devices, GIS devices and mobile mapping applications with sufficient speed and accuracy to perform the required work.
  • Maintaining effective working relationships with those contacted in the course of the work.
  • Ability to transfer daily instruction from higher classified employees, and relay information to seasonal labor crew on a project or day-to-day basis.
  • Knowledge of soil erosion and sedimentation control measures for proper inspection and installation.
  • Maintaining accurate records and files.
LICENSES AND CERTIFICATIONS
The following requirements must be maintained:

  • Possession of a valid Michigan vehicle operator ' license.
  • Commercial Driver's License (CDL) type B, with air brake and tanker endorsement required within 6 months of hire (required to participate in a random drug and alcohol testing pool).
  • Confined space safety certification required within 6 months of hire.
  • Excavation safety certification required within 6 months of hire.
  • State of Michigan Storm Water Operator Certification with 6 months of hire.
  • All other trainings required by either the department or Washtenaw County.
The following violations will not be accepted:

  • Loss of driving privilege through suspension or revocation of license due to an unsatisfactory driving record as defined by the Michigan Department of State driver's license point system within the last five years. If there are no violations within the last three years from the date of the record check, eligibility will be reviewed by Risk Management on a case-by-case basis.
  • Conviction of OUI or impaired vehicle operation within 5 years of record check date.
  • Two or more convictions of reckless/careless driving within two years of application date.
  • A total of 7 or more points on driving record within 2 years.
PHYSICAL DEMANDS
Duties require sufficient mobility and capability to perform labor-intensive activities in a field setting. Duties may require employee to exert 90 pounds of force occasionally or a lesser amount of force frequently to lift, carry, push, pull or otherwise move objects. Also must be able to work in a normal office setting and use standard office equipment, with vision to read printed materials and a computer screen, and with hearing and speech sufficient to communicate in person or over the telephone.

EDUCATION
Possession of a High School diploma or its equivalent.
EXPERIENCE
  • A minimum of Three (3) years of experience in tree and brush removal, and use of affiliated equipment (saws, chipper, etc.).
  • Experience in storm water infrastructure and drain construction (or closely related field) is desired.
  • Experience in Vactor combination sewer cleaner, brush hog, tractor, and boom mower operation is desired
NECESSARY SPECIAL REQUIREMENTS
