JOB SUMMARY
Under general direction of a higher classified employee, the Technical Applications Supervisor is a key leadership role responsible for overseeing the development, standardization, deployment, and management of enterprise and department applications and information systems. Responsible for the end-to-end integration of software solutions to support the delivery of services utilized by Washtenaw County government, departments, offices, and affiliates in the regular performance of their duties in service to the county. This position will also coordinate maintenance and enhancements of the information systems to leverage resources, knowledge and best practice and works close with leadership, serving as expert to support business process change.
EXAMPLES OF DUTIES
Essential Duties:

  • Lead, mentor and guide a team of application specialists, application developers, and database administrators performing the essential duties of the systems life cycle, including designing, coding, testing, implementing, maintaining, supporting, and retiring application software utilized by multiple County departments and offices.
  • Assign tasks, set performance goals, provide feedback, and facilitate professional development.
  • Work with leaders across the county to develop and maintain an IT Applications Strategy and Roadmap that aligns with the strategies of the individual departments across the county and the overall county strategies set by the Board of Commissioners and County Leadership.
  • Works closely with customers, business analysts, and team members to understand business requirements that drive the analysis and design of quality technical solutions. Ensure that solutions align with business and IT strategies, and comply with organization¿s policies, procedures, and standards, including cybersecurity and compliance.
  • Evaluate 3rd party software vendors, participate in contract negotiations, and manage vendor relationships. Ensure vendor solutions align with organizational goals and requirements. Monitor and mange vendor performance to ensure they deliver the expected and agreed value to the county.
  • Responsibilities may also include participation in component and data architecture design, performance monitoring, product evaluation and buy versus build recommendations. Has experience in systems analysis, design and a solid understanding of development, quality assurance and integration methodologies.
  • Collaborate with the IT Cybersecurity team to ensure applications adhere to cybersecurity policies and standards. Ensure compliance with relevant data protection regulations and data compliance standards.
  • Manages and participates in effort to evaluate existing applications to identify areas of improvement. Identifies program enhances and modification. Facilitates solution adoption and identifies opportunities to improve value delivery of existing IT solutions. Fosters a continuous improvement process that identifies opportunities for process enhancements and technology updates to drive efficiency and innovation.
  • Plan, Coordinate and manage IT applications projects from initiation to completion. Monitor project timelines, scope adherence, resource allocation, and budget to ensure successful delivery. Responsible for setting priorities, coordinating multiple projects, and meeting critical deadlines. Assists in the development of project management standards including processes, metrics, and tools.
  • Assists efforts to create and review prototypes, creation of required documentation, testing and debugging, and investigation and correction of application-related problems.
  • Responsible for end-user support including IT portion of help desk, application implementation and tailoring, business liaisons/analysts, development of focused application training materials and process, process improvement.
  • Prepares activities and progress reports.
  • Participates in long-term infrastructure strategy planning including disaster planning and recovery, network operations (including backups), equipment and hardware selection.
  • Stay up to date with advanced knowledge of Information Technology, industry trends, IT best practices, cybersecurity, and general people management.
  • Responsible for the integration of new or existing technologies into business operations.
  • Coordinates staff for after-hours support for installs and upgrades as necessary. Participates in rotating management on-call schedule for emergency support.
  • Plans, establishes, implements, and improves the procedures and standards of the IT organization's support services, including how incidents, requests, changes, and problems are identified, received, documented, distributed, and corrected. Assists in determining root cause of issues and communicating appropriately to internal and external customers.
  • Plans, organizes, assigns, directs, reviews, and evaluates the work of direct reports. Writes performance appraisals, recommend salary actions, hiring and disciplinary actions for team members. Provides for team member's coaching, training, and professional development. Communicates applicable regulations, policies, and procedures to team members. As needed, schedule employees working times and provide backup support.
  • Maintain customer relationships. Build partnerships with supported departments and offices to align services with business needs.
  • Assists leadership team in the creation of a competent budget. Provides details for projecting and planning for future years budgets.
  • In conjunction with other IT support teams, manages service level agreements (SLAs) to set expectations and measure performance for the availability and performance of the various applications and network technologies servicing the Service Areas. Develops an effective and workable framework for managing and improving customer IT support in the organization. Advise management on situations that may require additional client support or escalation.
  • Represents the department and the County in meetings with vendors, other governmental agencies and business and professional organizations. Recommends and manages vendor contracted resources and services.

LICENSES AND CERTIFICATIONS
Possession of a valid Michigan driver's license. Other applicable IT-related certification(s) (ex. ITIL, PMP, CISM, CISSP, etc.) desired.
PHYSICAL DEMANDS
Duties require sufficient mobility to work in a normal office setting and use standard office equipment including a computer, vision to read printed materials and a computer screen and hearing and speech sufficient to communicate in person or over the telephone.

EDUCATION
Equivalent to possession of a bachelor's degree in computer science, Information Technology, Information Systems, or a Business-related degree or other discipline related to the work above is required.
EXPERIENCE
Five (5) years of application development, implementation, modification, and training experience including management and process re-design. Of the five (5) years of required experience, three (3) must be in an IT leadership capacity, managing midsize to large teams, influencing senior-level management and stakeholders and being accountable for multiple concurrent IT applications projects. Experience with vendor and contract management and reporting KPIs, statistics, and performance metrics required.
