JOB SUMMARY:
Under the supervision of the Equalization Director, serves as departmental expert on property appraisal, assessment, and property value. Serves as liaison with local officials to accurately record and prepare assessment and tax rolls. Determines roll back factor, identifies and resolves possible statute violations, and supervises all staff.
EXAMPLES OF DUTIES
Essential Duties:

  • Assists local assessors, treasurers and supervisors in preparing assessment rolls, interpreting tax laws, updating property descriptions, and developing tax rates. Provides them with information on changes in assessing procedures, tax laws and property descriptions.
  • Works with the State Tax Commission Representative when necessary.
  • Supervises GIS Specialists in the maintenance and updating of County property description maps.
  • Performs administrative functions for the department such as determining work procedures, issuing oral or written orders or instructions, assignment of duties, adjustment of errors or complaints and evaluation and discipline of employees.
  • Reports to the Equalization Director in a timely manner.
  • Assists in entering Payroll and monitors time off requests.
  • Provides departmental liaison with Information Systems, assuring accurate and timely output. Compiles assessment data, monitors application of tax rolls and roll backs where applicable, and verifies and balances data output.
  • Participates in assembling and calculating tax rollback factors based on the Headlee Amendment.
  • Supervises the sales ratio and appraisal studies conducted by staff appraisers and by analyzing recorded sales deeds, land contracts, and verifies their accuracy. Works with Assessors to finalize sales ratio and appraisal studies.
  • Monitor all studies to be completed on time in accordance to law, rules, and State Tax Commission guidelines.
  • Coordinates activities of Real and Personal property appraisers. Reviews their field and office reports, timelines, quality of appraisals and Equalization studies and keeps records of work progress and procedures.
  • Complete a sample in-field review appraisal for each real property appraiser.
  • Complete large commercial and industrial real and personal property appraisal.
  • Prepare and be able to defend real and personal property appraisal appeals before the Michigan Tax Tribunal.
  • Oversees the flow of work necessary to complete required reports such as the Equalization and Apportionment Reports.
  • Works with appraisers and coordinates work flow. Reviews land values and Economic Condition Factors.
  • Manages the appraisals of all types of Real and Personal property throughout the County.
  • Audits the assessment rolls of local units. Ensures that the local Assessor has made corrections to the Assessments as required by law and has met the requirements for County Equalization.
  • Assists in the gathering of data pertaining to Equalization studies, Equalization report, County Tentative Ratio, Apportionment Report and Headlee report.
  • Assists in identifying and helping to resolve possible violations of the Land Division Act.
  • Answers inquiries from employees, County residents, and local officials regarding property descriptions, land splits, principles of assessment and taxation, and interpretation of state statutes.
  • Assumes charge of the office in the absence of the Director and Deputy Director.

PHYSICAL DEMANDS
Duties require sufficient mobility to work in a normal office setting and use standard office equipment including a computer, vision to read printed materials, a computer screen, and hearing and speech sufficient to communicate in person or over the telephone.
Field work. Duties require occasional appraisal field verification for appraisal quality, along with assistance, if needed, in appraisal studies to maintain workflow deadlines.

LICENSES AND CERTIFICATIONS
Certification at Level M.A.A.O. (III) or M.A.A.O. (IV) by State Tax Commission.
Possession of a valid Michigan Vehicle Operator's license.
EDUCATION
Possession of Bachelor's degree or equivalent, and courses in Assessment Administration, appraisal procedures.
Attend classes needed to maintain certification.
EXPERIENCE
Minimum of six (6) years of experience in property appraisal and equalization, or equivalent experience; familiarity with computerized systems and operations.
