JOB SUMMARY
Under the direction of the IT Manager, IT Director, or a higher classified employee within the Trial Court, the System Manager is responsible for, but not limited to, maintenance and installation of computer equipment, software, hardware, peripherals, troubleshooting network and equipment issues, and arranging for additional technical support as needed. System Managers support court staff in using technology to improve operations of the Trial Court departments and address the emergent issues related to court computers or other devices, technological, recording, networking, and software systems.
EXAMPLE OF DUTIES
Essential Duties and Responsibilities:

  • Provide help desk support by identifying, investigating and researching end user questions and problems. Independently resolve such problems.
  • Install or replace personal computer hardware and peripherals (i.e. computers, terminals and printers).
  • Perform initial troubleshooting and resolve issues on personal computer-related equipment, courtroom recording equipment, and other technologies; arrange for additional technical support as needed.
  • Participate in the planning and implementation of personal computer upgrades, enhancements and expansions.
  • Participate in the planning and implementation of software upgrades, enhancements and expansions.
  • Conduct routine maintenance on personal computers, peripherals and other technologies.
  • Develop and maintain court related hardware and software.
  • Maintains inventory of personal computer related hardware and software.
  • Work collaboratively with department technical liaisons to resolve user issues.
  • Schedule, create lesson plans, document and provide office automation and software training sessions as appropriate to meet end user needs.
  • Assist in the development and maintenance of the Trial Court Website
  • Creation, maintenance, and administration of the Trial Court's social media accounts and related activity.
  • Independently develop and maintain court related hardware.
  • Provide software support.
  • Install new software on personal computers.
  • Prepare a variety of technical, statistical and narrative reports, correspondence and other written materials.
  • Participate in the planning and implementation of personal computer upgrades, enhancements, and expansions.
  • Provide office automation support.
  • May drive a county or personal vehicle in the course of work.
  • Perform other duties as assigned.

EMPLOYMENT QUALIFICATIONS
Knowledge, Skills, and Abilities:

  • Understand and/or research applicable federal, state, and local laws and regulations.
  • Ability to learn and use computer applications related to the work.
  • Thorough understanding of personal computer hardware and software including but not limited to specific applications and operating systems such as Microsoft Windows, Office, and Outlook as well as other software systems used by the court.
  • General knowledge of specialized audio/visual equipment, related applications, and peripheral items.
  • Understanding of remote meeting platforms and capable of supporting court staff that use them.
  • Excellent analytical, troubleshooting, and problem-solving skills.
  • Basic understanding of smart phone and tablet functions and ability to troubleshoot those devices.
  • Comprehend and communicate varied and detailed processes including technical documentation and specifications related to computer systems and other technologies.
  • Communicate effectively with end users to efficiently identify the key elements of their problems or concerns.
  • Capability to perform at a high level under stress while adapting and responding to multiple priorities and demands.
  • Setting priorities, coordinating multiple projects, and meeting critical deadlines.
  • Using sound, independent judgment within established policy and procedural guidelines.
  • Establishing and maintaining effective relationships with those contacted in the course of the work including court staff, county IT representatives, customers, vendors, and stakeholders.
  • Communicate with and understand the needs of non-technical users by telephone, in person, and in writing. The incumbent may also be required to provide training to end-users.

LICENSES AND CERTIFICATIONS
Possession of a valid Michigan Driver's license is required.
PHYSICAL DEMANDS
Duties require sufficient mobility to work in a normal office setting and use standard office equipment, including a computer, vision to read printed materials and a computer monitor, hearing, and speech sufficient to communicate in person or over the telephone. Duties may require employee to exert up to 50 pounds of force occasionally, or a negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects. Duties may require sufficient mobility to respond, assess and inspect the physical workspace, including climbing ladders and possibly working beneath or behind a typical work surface. Duties require sufficient mobility to move and/or transport items weighing up to 30 pounds.

EDUCATION
Possession of a bachelor's degree or equivalent in Computer Science, Information Systems, or a related field.
EXPERIENCE
One (1) or more years of related job experience is required either as an IT professional or staff liaison. Experience with SQL, website design/maintenance, network maintenance, and operating system support is preferred.
