JOB SUMMARY
Under administrative direction, plans, organizes, directs, reviews and evaluates programs and staff to provide a variety of environmental health services to protect and maximize the health of county residents. Provides expert professional assistance to county management staff in areas of responsibility. Performs related work as assigned.
EXAMPLES OF DUTIES
Essential Duties:

  • Develops and implements goals, objectives, policies, procedures and work standards for the Health Department. Supports the preparation of multiple budgets and directs the administration of multiple work programs. Monitors expenditure of funds, performs fee analysis and makes recommendations on fee changes.
  • Plans, organizes, assigns, directs, reviews and evaluates the work of professional and support staff. Selects personnel and provides for their training, mentorship and professional development. Interprets applicable federal, state, and local laws and regulations and County policies to subordinates.
  • Directs and participates in program planning and evaluation of programs to assess, evaluate and provide services in the various areas of environmental health, including emerging issues, to a diverse population.
  • Provides leadership and staff support to subordinate staff, community policy boards and committees. Confers with staff members regarding program goals, policies and activities. Implements department policies under applicable laws and regulations.
  • Provides program expertise on legal cases involving the Department, including court filings, appeals, etc. Operates as administrative lead for enforcement cases.
  • Represents the division and the County in contacts with legislative bodies, environmental health service agencies, community groups, local officials, businesses and others to locate and mobilize resources, encourage support for programs and maintain positive community relations. Makes presentations and responds to the media as required.
  • Oversees the intake, assessment and delivery of direct and indirect services to clients. Ensures quality control, quality improvement and program monitoring and evaluation activities. Ensures that such activities are accomplished effectively and in compliance with legislative and regulatory guidelines and professional standards.
  • Oversees compliance with applicable accreditation standards, including state accreditation and minimum program requirements, important factors, national accreditation standards and other items as required. Leads quality improvement and program management initiatives.
  • Conducts studies and directs the conduct of studies, analyzes information, evaluates alternatives and makes recommendations. Prepares narrative and statistical reports of findings. Monitors legislation and professional developments for possible programmatic changes. Develops, revises and implements policies and procedures to effect such changes. Leads change among staff and subordinates.
  • Directs the maintenance and submission of accurate records, reports and files. Confers with department support staff regarding the provision of financial and administrative support.
  • Prepares or directs the preparation of reports, correspondence, informational brochures and other written materials. Directs the maintenance of departmental records and files.
Important Duties:

  • Assists in the overall planning and administration of the Environmental Health Division of the Health Department.
  • Performs program, personnel and budgetary oversight of Comprehensive Agreement funded environmental health programs.
  • Participates in professional development activities and professional associations as a program and subject matter expert.
  • Uses standard office equipment including a personal computer.
  • Manage client needs and expectations in a timely manner.
  • May drive a county or personal vehicle.

LICENSES AND CERTIFICATIONS

  • Possession of a valid Michigan driver's license required.
  • Professional Registration as a Registered Sanitarian in the State of Michigan or Registered Environmental Health Specialist/Registered Sanitarian through the National Environmental Health Association required.
PHYSICAL DEMANDS

Duties require sufficient mobility to work in a normal office setting and to travel away from the office to attend meetings and conferences, plus the ability to use standard office equipment including a computer, vision to read printed materials and a VDT screen and hearing and speech sufficient to communicate in person or over the telephone.

EDUCATION & EXPRERANCE

Possession of an M.P.H, or MS in Public Health or Environmental Health and three (3) recent years of full-time environmental health administrative experience.
OR

Possession of a Bachelor's degree and eight (8) recent years of full-time environmental health experience.
AND

Knowledge of specific program areas (i.e. drinking water well, septic systems, the ability to read & review site plans, food service licensing and current State and Local regulations) is desirable. Previous supervision experience is desirable.
