JOB SUMMARY
|
Under general supervision of a higher classified employee, this position serves as the professional lead worker performing a variety of technical duties in support of the Counties Building Inspection and State of Michigan Construction codes. The position plans and performs varied, responsible, and independent technical, administrative, financial, and customer service functions. This position makes recommendations and assists in policy and procedure implementation, will have programmatic responsibility in specific area's and performs other related work as assigned.

EXAMPLES OF DUTIES

Essential Duties:
|

Provides direct services to department customers utilizing methods appropriate to the service following departmental guidelines, local zoning/ordinances, state laws, and other public safety requirements.

Participates as a team member in the unit/department, provides and receives feedback on types of services provided.
|

Represents the agency to the community, other County departments, outside agencies, and other interested parties in such a way that an understanding of the customers' needs are fostered.
|

Participates in service planning, research, analysis, and evaluation of designated program.
|
-
Assists in development of alternative proposals and identifies objectives related to goal formulation.
|
-
Prepares and participates in the collection of data and information on services.
|
-
Serves as a resource to other department employees by providing consultation and training.
|

Calculates and collects fees for services. Oversees the incoming fees by balancing and reconcile daily receipts, compile figures for periodic reports, accounts for daily documents processed and revenue generated, and answer inquiries involving the applications or interpretations of departmental accounting procedures.

Aids the public and staff through written or verbal correspondence that requires knowledge of departmental functions and interpretation of policies and procedures. Handles customer complaints in an efficient and effective manner to minimize future concerns by identifying and initiating appropriate appeal process for customer use.

Processes permit applications for divisions and programs through site-specific software. Checks for accuracy and completeness of information, attaches necessary verifications and related records, and routes to other employees as necessary to determine acceptance or rejection. Reviews and validates original application documents presented by commercial businesses, state agencies, and public including registration of contractor license.

Aids in scheduling site inspection requests. Completes documentation process for results in site-specific software. Monitors completion dates and generates lists of overdue activities.

Compiles, organizes, and summarizes data and prepares various information and reports for departmental, local, state, and federal requirement. Researches a variety of informational materials and ensures information is timely and complete for meeting of boards, commissions, and committees or for action by County staff.

Organizes and maintains accurate records and files as mandated by state statutes and required for the work of the department. Receives and processes necessary paperwork in accordance with State mandated programs. Tracks the issuance of official documents and may purge files and/or prepare information for long-term storage.

Provides programmatic support for a specialized departmental function that may require the exercise of independent judgement and application of knowledge under the direction of a professional or supervisory employee.

Assists in resolving complex and sensitive customer service issues, either verbally or in writing.
|

Coordinates inspections with other jurisdictions and County entities.
|

Review requests for and ascertain all requirements have been met or minimally met for the issuance of commercial Certificate's of Occupancy.
|

Approves and processes requests for Temporary Certificates of Occupancy that meet the minimum building code, health, and safety requirements. Monitors the progress of construction to completion for full Certificate of Occupancy.
|

Participates on County committees and in professional development activities.
|

Performs other related duties as assigned.

PHYSICAL DEMANDS
|
Duties require sufficient mobility to work in a normal office setting and use standard office equipment including a computer, vision to read printed materials and a computer screen and hearing and speech sufficient to communicate in person or over the telephone.
|

LICENSES/CERTIFICATIONS
|

Possession of a valid Michigan Vehicle Operator's License is required.
|

Successful completion of ICC Permit Technician certification within one (1) year of hire.
|
EDUCATION
|
Equivalent of a bachelor's degree in construction technology, construction management, planning, public administration, or a field related closely to the work.
|
EXPERIENCE
|
Minimum of three (3) years of experience in permit processing, customer service, and building inspection. Experience as Customer Service Specialist at Washtenaw County preferred.
|
