JOB SUMMARY
Under the direction of the Health Officer and in accordance with the goals and objectives of Washtenaw County Public Health directs Community Health Services, which includes the nurses, dietitians, social workers, and other staff who provide services to clients of the health department. Organizes and administers all nursing activities and programs of the health department; provides guidance on policy matters pertinent to public health nursing; promotes and advocates on behalf of public health issues relevant to the communities served by the health department; and performs other related duties as assigned.

ESSENTIAL DUTIES
  • Coordinate all Community Health Services programs of the health department including personal, family health and disease control programs, including but not limited to communicable disease, immunizations, and family health programs; develop and implement standards of nursing practice and nursing protocols for the health department; provide nursing expertise and input into the formulation of departmental policies and participate in strategic planning for the department; approve all public health nursing and clinical nursing procedures; ensure that all nursing staff are appropriately certified; oversee and assure appropriate orientation of nursing staff; participate in the process of interviewing and selecting new employees; oversee personnel management functions including reviewing and evaluating employee performance, and addressing employee relations issues
  • Establish and maintain on-going training programs for nursing staff; periodically review and update departmental nursing protocols to ensure compliance with current standards of care; establish and review department-wide nursing performance measures and outcomes; review medical aspects of nursing staff performance and recommend and implement disciplinary actions as necessary.
  • Analyze the utilization of nursing and other staff in order to maximize staff allocation within the department; as a member of the public health management team identify trends in the public health needs of the community that require the attention of the health department and assist in the development and implementation of new initiatives to address them; identify potential revenue sources to help support public health programs that fall under the purview of the Director of Nursing including applying for grant proposals when indicated.
  • Collaborate with clinic managers and other members of the public health management team to identify and solve issues requiring nursing expertise; work to promote and enhance the quality of health care provided to the various populations and communities served by the Public Health Department.
  • Lead state accreditation and develop workplans as needed for various programs with Community Health Services. Review and analyze any proposed legislation pertaining to nursing practice for its potential impacts to public health; advise the Health Officer and other members of the public health management team of the potential impacts of such legislation on the health department; prepare and write position papers in response to such legislation as deemed appropriate by the Health Officer and management team.
  • Represents the department on various committees, task forces and community organizations; determine appropriateness of the health department's involvement in outside activities and commit department resources for appropriate efforts; establish relationships with local schools of nursing and identify ways to enhance recruitment of nursing staff.

Additional Qualifications:

  • Must possess a knowledge and understanding of pertinent public health issues such as communicable diseases, prenatal care, family violence, and accident prevention; general nursing skills and practices in the areas of maternal, child, and adult health; community needs assessment; health care needs of a diverse population from a variety of social, cultural, and ethnic backgrounds; federal, state and local legislation and regulations related to nursing programs; project management; performance measurement; strategic planning methods and tools; principles and practices of supervision; grant writing and application process; standard English grammar; standard software.
  • Must also be able to establish and maintain effective working relationships with coworkers and community groups; communicate effectively both orally and in writing with tact and diplomacy; make presentations to the public, community organizations, and various boards and committees.
LICENSES AND CERTIFICATIONS
Possession of a valid Michigan driver's license required.
Must possess a valid license to practice as a Registered Nurse in the State of Michigan
PHYSICAL DEMANDS
Duties require sufficient mobility to work in a normal office setting and use standard office equipment including a computer, vision to read printed materials and a computer screen and hearing and speech sufficient to communicate in person or over the telephone.

EDUCATION
A master's degree in nursing, public health or a related health care field is required.
An active license as an RN is required.
EXPERIENCE
Six years of progressively responsible experience in population health nursing, including two years of administrative or supervisory experience; or a combination of training, education, and experience that is equivalent to the employment standard listed above and that provides the required knowledge and abilities. Experience with local public health, particularly in clinical and/or maternal/child health, is strongly preferred.
