JOB SUMMARY
Under the general direction of the Problem-Solving Courts Director and in collaboration with or guidance from a Presiding Judge, Trial Court Administrator/Designee, and/or a higher classified employee within the Trial Court, will be responsible for professional case management activities related to Problem-Solving Courts and other special programs. This position will be working with felony defendants, child welfare involved families, and other respondents (also referred to as clients or participants) at all stages of the court process. Activities include independent client supervision and facilitation of communication between the court, treatment providers, service providers, and law enforcement agencies. Through contact with program participants and engagement in required team meetings, the Client Coordinator will craft and guide a case plan for the successful completion of court-ordered requirements. Maintenance of confidential participant records is required. Special programs and projects activities may include community outreach, resource development, building program capacity, participation in steering or advisory committees, and connecting with social service agencies. The Client Coordinator will be responsible for identifying and securing community resources and connecting program participants with those services. They will support grant writing projects for various programs. Some positions may be grant funded.
EXAMPLES OF DUTIES
Essential Duties:

  • Carry out social work case management activities to provide professional services to eligible clients. Arrange, coordinate, monitor, evaluate, and advocate for services to meet the client's needs.
  • Provide case management to program participants in compliance with the applicable best practice standards.
  • Participate in training at least annually and as often as directed on the treatment court model, key components, and the applicable best practice standards.
  • Conduct intake screening and follow-up interviews. Meet with participants at the county jail, court, treatment facilities, residence, and/or other arranged locations.
  • Perform comprehensive assessments and contact other agencies, courts, police, and prosecutors to gather and evaluate data to determine client eligibility and needs.
  • Make community resource referrals for participants regarding medical concerns, housing, counseling, employment, education, drug testing, substance use/mental health treatment, etc.
  • Facilitate case staffing and planning sessions with providers and community partners. Develop collaborative case management responses to behavior.
  • Maintain face-to-face contact with clients in the community. Contacts will be weekly or as often as required.
  • Track participants' progress in all problem-solving court services and referrals.
  • Verify alleged violations and prepare reports for the court as necessary. Provide testimony at violation arraignment hearings.
  • Monitor participant compliance with program rules and requirements.
  • Prepare progress reports and complete data entries for each participant under the case manager's care.
  • Attend all team meetings and review hearings and provide updates on participants as needed.
  • Obtain confidentiality agreements from team members.
  • Researches, identifies, and implements available community resources to assist participants in successful rehabilitation and completion of court programs.
  • Participate in the grant application process under the direction of the Problem-Solving Courts Director and/or another grant application author.
  • Coordinate services and resources with partnered agencies as required or directed.
  • Compile data reports as needed. Assist in the analysis of program data.
  • Position may require use of personal vehicle.
  • Increase program capacity by liaising with social service agencies. Represent the Trial Court on steering teams, advisory committees, and workgroups aimed at providing services for court participants.
  • Position may require work outside of normal court hours.
  • Perform other duties, as assigned.
EMPLOYMENT QUALIFICATIONS
Knowledge, Skills, and Abilities:

  • Bachelor's Degree from an accredited college or university with a concentration in a social science field such as social work, psychology, criminal justice, or a closely related human services/behavioral health discipline.
  • At least one (1) year of experience in professional case management, program development, professional service/treatment administration, criminal justice, substance use evaluation, and/or client supervision. Additional experience is preferred.
  • Adhere to the applicable best practice standards.
  • Program-specific training is required for this position (at least annually).
  • Interpersonal skills to develop and maintain effective working relationships with offenders, peers, management, other professionals, and the public.
  • Communication skills to establish rapport with offenders to gain their confidence and cooperation and to engage offenders who may respond negatively to outreach efforts.
  • Must be able to comfortably meet in private with felony defendants in the community, in custody, in an office setting, or at another location.
  • Analytical skills to be able to read, understand, interpret, and apply statutes, policies, best practices, rules, and procedures.
  • Ability to work independently on case assignments and understand the problems faced by offenders from all cultural backgrounds and economic levels.
  • Problem-solving skills, planning skills, ability to prioritize and time management skills to meet the demands of the court's deadlines.
  • Word processing skills necessary for the creation and compilation of various documents, communications, and reports.
  • Interpersonal skills necessary to communicate with court personnel in the exchange of information and provide courteous and accurate information and responses to the public, other employees, and outside agencies.
  • Skill and experience in Microsoft Office and other program specific software.
  • Knowledge of and ability to maintain confidentiality of program participants.
LICENSES/CERTIFICATIONS
Possession of and maintenance of a valid Michigan vehicle operator's license.
PHYSICAL DEMANDS
Duties require sufficient mobility to work in a standard office setting and use standard office equipment including a computer, vision to read printed materials and a computer screen and hearing and speech sufficient to communicate in person or over the telephone. Duties require the mobility to drive to visit court wards at their residences, treatment facilities, and/or the county jail.

EDUCATION
Possession of a bachelor's degree in social work, psychology, criminal justice, or closely related fields.
EXPERIENCE
A minimum of one (1) year of experience in professional case management, program development, professional service delivery, treatment administration, criminal justice, substance use evaluation, and/or client supervision required. Additional experience is preferred. Six-month probationary period.
