JOB SUMMARY
Reporting directly to the Director of Parks & Recreation, provides leadership to the Park Operations and Maintenance Division by planning, organizing, and directing the operations of parks and recreation facilities and educational programs that are assigned by the Parks and Recreation Director. Operations, in this context, means interfacing with customers, establishing park use schedules, administering permits and contracts, ensuring that revenues are received and accounted for, that payables are processed in a time manner, establishing, and enforcing park rules, and working with the Park Maintenance & Stewardship Division to identify and effect required maintenance and repairs.
EXAMPLES OF DUTIES
Essential Duties:

  • Demonstrates leadership building a collaborative environment including working across division lines and forming partnerships that foster better citizen services, eliminates barriers to achieving results, build alliances with key decision makers, and take full advantage of available resources.
  • Direct and manage the current activities and long-range planning of the division to assure that facilities, parks, preserves, and trails are compatible with the Park Board¿s mission and in compliance with all regulatory bodies.
  • Provides oversight and direction to operations, maintenance, stewardship, and programming staff. This includes, but is not limited to, Independence Lake County Park, Meri Lou Murray Recreation Center, Pierce Lake Golf Course, Rolling Hills County Park, Staebler Farm County Park, and unstaffed out-park facilities.
  • Compiles statistics, analyzes pertinent information and presents oral and written financial, operational, and other types of departmental reports to officials and other interested groups or individuals.
  • Provides input for department strategic plan and recommends funding for operating and capital budgets. Administers budget for Park Operations and Maintenance Division.
  • Maintains knowledge of contemporary recreational facility trends and innovations, which allow an ongoing development, and improvement of programs reflecting public recreational preferences.
  • Establishes and maintains effective working relationships with administrators, employees, and the public.
  • Oversee the documentation of all recreation related processes and projects using best practices and assure regulatory compliance and compliance with the records retention schedule.
  • Develop and maintain effective communications and relationships with other Park staff and Commissioners, public agencies, and the public to ensure understanding and coordination of recreation activities.
  • Collects statistical information and prepares reports, as directed. Effectively communicates ideas - both orally and in writing - with Parks Commission, community officials, partners, volunteer groups, program participants, and the public.
  • In collaboration with the Communications Manager, promotes increased facility usage and park/program financial viability through integrated marketing, and building partnerships with other community agencies and organizations. Including internal communications around facility closures, emergencies, and staff notifications.
  • Assists with the hiring, supervision, training, evaluation, development, and discipline of subordinate employees. Develops training programs to support staff with a high degree of competence and sound judgment.
  • Develop and implement new systems to improve and streamline recreation work processes that are integrated and coordinated across the organization when appropriate.
  • Handles difficult and/or emergency situations requiring immediate decisions in accordance with departmental policies and objectives.
  • Exercises judgment and initiative in analyzing problems and recommending solutions.
  • Organizes, assigns, directs, and inspects the work performance of personnel engaged in recreational program planning, promotion, and administration.
  • Performs other related duties as assigned.

LICENSES/CERTIFICATIONS
Possession of a valid driver's license is required.
Possession of Certified Park & Recreation Executive (CPRE) is desired. Must possess or must be able to obtain certifications in American Red Cross CPR, First Aid, Bloodborne Pathogens, and other certifications, as directed, within 6 months of hire.
PHYSICAL DEMANDS
Duties require sufficient mobility to work in a normal office setting and use standard office equipment including a computer, vision to read printed materials and a computer screen and hearing and speech sufficient to communicate in person or over the telephone. Duties also require sufficient physical agility to inspect various parks and recreation facilities and grounds.

EDUCATION
Possession of a bachelor's degree or its equivalent with major coursework in recreation management, parks administration, business or public administration, social science or a field closely related to the work.
EXPERIENCE
A minimum of four (4) years of increasingly responsible supervisory experience in the recreation or leisure services field, which has included program and budget planning, development, and administration.
