JOB SUMMARY:
Under the general direction of a higher classified employee, plans, organizes, directs, and reviews the operation and maintenance of a year-round park recreational facility offering multiple programs and activities. This position has responsibility for managing and carrying out administrative principles, practices, and techniques related to daily operations of the recreational facility. Responsible for evening and weekend work to ensure a full-time supervisory presence in the building during hours of operation.
EXAMPLES OF DUTIES
Essential Duties:

  • Plans, organizes, assigns, directs, and reviews the work of permanent and seasonal staff. Assists in the selection of personnel; evaluates work and recommends discipline as required.
  • Coordinates and is responsible for recreational activities within the Recreation Center Building as well as the operation and maintenance of the adjacent Nelson Meade County Farm Park.
  • Assists in the development of and administers the budget for the facility and its attendant programs. Directs the collection and accounting for fees received, including facility memberships, daily drop-in admissions, pavilion rentals, wellness, and swim programs, as well as leagues and special events.
  • Trains staff in work procedures; ensures that County and departmental policies and procedures are followed.
  • Responsible for the procurement, inventory, receipt and accounting of equipment and supplies.
  • Hires part-time employees and carries out related personnel policies including the supervision and evaluation of full-time employees assigned to the Recreation Center.
  • Develops recreation programs and building policies and procedures.
  • Responsible for developing and participating in a schedule, which provides adequate rotation for building supervisory staff to endure that weekend, evening, and holiday work hours are shared and maximize usage of the facility year-round.
  • Answers questions and resolves difficult problems with the public.
  • Directs and participates in purchasing activities; ensures an adequate inventory of operational and maintenance supplies is maintained.
  • Ensures all facility and equipment are properly maintained and safe for use by the public.
  • Maintains effective working relationships with a variety of citizen groups and the public. Works closely with other departmental staff to solve a broad range of administrative and operational problems.
  • Assists in the development of long-range plans for the facility; suggests both physical and program improvements to enhance park usage.
  • Develops, recommends, and implements day-to-day operating policies and procedures.
  • Initiates and reviews payroll documentation for both full and part-time employees.
  • Maintains accurate records and prepares period and special reports regarding facility operations, activities, and revenues.
  • Uses standard office equipment in the course of the work. May drive a county or personal vehicle in the course of the work.
  • Performs other related duties as assigned.

Knowledge, Skills, and Abilities:

  • Principles and practices of community recreation program planning, development, promotion and administration.
  • Principles and practices of employee supervision, including training, work organization, assignment, review and evaluation.
  • Techniques for dealing with people from a wide variety of socio-economic backgrounds.
  • Basic principles and practices of budget development and administration and financial record keeping.
  • Basic public information and media relations techniques.
  • Basic computer skills.
  • Planning, organizing, directing, reviewing and evaluating the work of staff.
  • Training others in work procedures.
  • Interpreting, applying and explaining laws, policies and regulations to staff and the public.

LICENSE & CERTIFICATION
  • Must possess a valid Michigan Driver's License.
  • Aquatic Facility Operator (AFO) or Certified Pool Operation ¿ required within 6 months of hire.
  • American Red Cross CPR, First Aid, AED for the Professional Rescuer ¿ required within 6 months of hire.
  • Certified Park and Recreation Professional (NRPA) ¿ desired.
  • American Red Cross Certified Lifeguard ¿ desired.
PHYSICAL DEMANDS
Duties require sufficient mobility to work in a normal office setting and use standard office equipment, vision to read printed materials and a computer monitor and a hearing and speech sufficient to communicate in person or over the telephone. Duties also require sufficient physical agility to visit and inspect recreation sites and facilities.

EDUCATION
Equivalent to possession of a bachelor's degree with major coursework in recreation management, park administration, business or public administration, social science or a field related to the work.
EXPERIENCE
Five (5) years of progressively more responsible supervisory experience in the recreation or leisure services field, which has included program and budget planning, development and administration.
