JOB SUMMARY
Under the direction of the Park Superintendent or a higher classified employee, plans, organizes, directs and reviews the operation and maintenance of a major, year-round park or facility offering multiple programs and activities; performs related work as assigned.
EXAMPLES OF DUTIES
Essential Duties:

  • Assists with planning, organizing, assigning, directing and reviewing the work of regular and seasonal staff; assists in the selection of personnel; evaluates work and recommends and disciplines as required.
  • Trains staff in work procedures; ensures that County and departmental policies and procedures are followed.
  • Assists in the development and administration of the budget for the facility and its attendant programs; assists with the collection and accounting for fees received, including park admissions, pavilion rentals, equipment rental and concession operations.
  • Develops and recommends working schedules and plans special activities and programs to maximize usage of the facility each of the four seasons.
  • Participates in purchasing activities; ensures that an adequate inventory of operational and maintenance supplies is maintained.
  • Ensures that all facility buildings, equipment and grounds are properly maintained and safe for use by the public.
  • Maintains effective working relationships with a variety of citizen groups and the public; works closely with other departmental staff to solve a broad range of administrative and service delivery problems.
  • Answers questions from the public and resolves difficult problems.
  • Assist in the development of long-range plans for the facility; suggests both physical and program improvements to enhance park usage.
  • Participate in the development and implementation of day-to-day operating policies and procedures and the interpretation and execution of broader policies.
Important Duties:

  • Assists with the review of payroll documentation for both full and part-time employees.
  • Maintains accurate records and prepares period and special reports regarding facility operations, activities and revenues.
  • Uses standard office equipment in the course of the work; may drive a county or personal vehicle in the course of the work.

EMPLOYMENT QUALIFICATIONS
Knowledge of:

  • Principles and practices of community recreation program planning, development, promotion and administration.
  • Operation and maintenance of a variety of community recreation facilities and equipment, including an aquatic facility.
  • Principles and practices of employee supervision, including training, work organization, assignment, review and evaluation.
  • Techniques for dealing with people from a wide variety of socio-economic backgrounds.
  • Principles and practices of purchasing and contract administration in public agency setting.
  • Principles and practices of budget development and administration and financial record keeping.
  • Public information and media relations techniques.
Skill in:

  • Planning, organizing, directing, reviewing and evaluating the work of staff.
  • Training others in work procedures.
  • Interpreting, applying and explaining laws, policies and regulations to staff and the public.
  • Setting priorities and coordinating multiple projects and activities.
  • Using sound, independent judgment within established procedural guidelines
  • Preparing clear, concise and effective written materials.
  • Maintaining accurate records and files.
  • Establishing and maintaining effective working relationships with those contacted in the course of the work.
  • Ability to make independent decisions in the absence of specific policies.
LICENSE AND CERTIFICATION
  • Must possess a valid Michigan Driver's License.
Depending on the facility assignment, the following may be required:

  • Current American Red Cross Standard First Aid and CPR/AED for the Professional Rescuer certification.
  • Current Aquatic Facility Operator (AFO) or Certified Pool Operator (CPO) certification, or ability to obtain certification within six months of date of hire.
  • Current American Red Cross Lifeguard Training Certificate, or ability to obtain certification within six months of date of hire.
  • Certified Lifeguard.
  • Water Safety Instructor Certification
  • Waterfront Lifeguard Certification
PHYSICAL DEMANDS
  • Duties require sufficient mobility to work in a normal office setting and use standard office equipment, vision to read printed materials and a computer screen and a hearing and speech sufficient to communicate in person or over the telephone. Duties also require sufficient physical agility to inspect various parks and recreation facilities and grounds with potential for frequent exposure to unpleasant and/or hazardous working conditions.

EDUCATION
  • Possession of a Bachelor's degree with major coursework in recreation management, park administration, business or public administration, social science or a field related to the work.
EXPERIENCE
  • A minimum of two (2) years of supervisory experience in the recreation or leisure services field which has included program and budget planning, development and administration.
