JOB SUMMARY
Reporting directly to the Director of Parks & Recreation, is responsible for development, promotion and implementation of a balanced program and special activities schedule designed to meet the parks and recreational needs of County residents and to maintain the optimum use of park facilities within the parks system. The Chief Deputy leads and manages the internal service divisions; coordinates and facilitates improved performance for the various functions and activities of the Parks and Recreation Commission. Assists the Director in the preparation of grant applications, park planning and development, formulation and enforcement of departmental policies and regulations, and carrying out the business rules/policies of the Parks Commission. Assumes the role of Director in their absence.
EXAMPLES OF DUTIES
Essential Duties:

  • Compiles statistics, deciphers pertinent information and presents oral and written financial, operational, and other types of departmental reports to officials, Parks Commission, and other interested groups or individuals.
  • Assists in budget preparation, presentation, execution, and control in the preparation of grant applications, park planning and development.
  • Serves as the key facilitator on internal issues within the organization. Leads and manages the internal service departments. Responds and addresses issues that are internal and cut across multiple departments and divisions. Lead internal service departments in audits, risk management and process improvements.
  • Oversees the development and implementation of an effective public relations and mass media promotional campaign to make the public fully aware of the facilities and programs available to them.
  • Maintains knowledge of contemporary recreational facility trends and innovations, which allow an ongoing development, and improvement of programs reflecting public recreational preferences.
  • Negotiates on behalf of the Commission with property owners for purchase by the Commission of land for County Park purposes.
  • Provides organizational support to the Parks Commission and Department as requested by the Director. Create stability in a rapidly changing environment. Establishes and maintains effective working relationships with administrators, employees, and the public.
  • Assists in the selection, placement and supervision of employees and develops in-service training programs.
  • Handles difficult and/or emergency situations requiring immediate decisions in accordance with departmental policies and objectives.
  • Exercises judgment and initiative in analyzing problems and recommending solutions. Works to proactively resolve problems and conflicts that surface across the organization.
  • Provides orientation to new personnel and acquaints them with the recreational programs offered as well as their individual responsibilities in the promotion of County Parks and Recreational Facilities.
  • Oversees the development and implementation of the department budget investments of Commission funds. Maintains close liaison with County Budget office and Finance Director.
  • Responsible for the hiring and termination of all employees.
  • Serves as Acting Director, as designated, in the Director's absence.
  • Performs other related duties as assigned.

LICENSES & CERTIFICATIONS
  • Possession of a valid driver's license is required.
  • Possession of Certified Park & Recreation Executive (CPRE) is desired.
PHYSICAL DEMANDS
Duties require sufficient mobility to work in a normal office setting and use standard office equipment including a computer, vision to read printed materials and a computer screen and hearing and speech sufficient to communicate in person or over the telephone. Duties also require sufficient physical agility to inspect various parks and recreation facilities and grounds.

EDUCATION
Possession of a bachelor's degree or its equivalent with major coursework in recreation management, parks administration, urban planning, business or public administration, social science or a field closely related to the work. Courses in journalism, planning, natural sciences, or park administration desirable. Master's degree is preferred.
EXPERIENCE
A minimum of six (6) years of progressively responsible management and supervisory experience in the recreation or leisure services field, which has included program and budget planning, development, and administration.
