JOB SUMMARY
Under the supervision of a higher classified employee, performs detailed financial analysis and tracking for all programs and/or divisions within Parks and Recreation. Develops and maintains a uniform accounting system and internal audit processes and procedures in accordance with departmental needs and standard governmental accounting practices. Disperses and manages revenues received from external sources including funds from grants and outside agencies and assists in developing the departmental budget. Serves as the primary contact for departmental personnel regarding accounting practices.
EXAMPLES OF DUTIES
Essential Duties:

  • Functions as a lead project team member for departmental work simplification, including system development and analysis that impact fiscal operations.
  • Develops accounting systems and bookkeeping procedures in accordance with departmental needs and standard governmental accounting practices.
  • Receives external revenues, including grants and revenues received from outside agencies, and monitors spending to assure that expenses are within budget.
  • Develops financial systems, internal audit processes and procedures in accordance with departmental needs and standard governmental accounting practices.
  • Manages and administers all departmental accounting functions, as well as preparation of monthly, quarterly, and annual financial reports.
  • Participates in the County-wide audit. Assists internal and external auditors in locating and interpreting departmental account records.
  • May process AP invoices, monthly departmental p-card transactions, service contracts, and purchase orders, or any combination thereof, in alignment with all relevant County policies and procedures.
  • Serves as a departmental liaison with other County accounting staff to coordinate transactions, activities, and procedures.
  • Conducts periodic risk, financial, procedural and compliance audits both in the office and on-site at various Washtenaw County Parks & Recreation Commission locations.
  • Makes recommendations and ensures compliance to improve internal financial controls.
  • Prepares regular reports of audit results for senior level department staff and conducts meetings to discuss compliance as needed.
  • Maintains departmental accounts receivable ledgers, prepares journal entries to properly record and bill interdepartmentally. Generates statement invoices as necessary.
  • Maintains departmental accounts payable ledgers, assigns cost classifications, audits invoices received and authorizes payment of such.
  • Assists in projecting and preparing the department¿s annual budget.
  • Analyzes and extracts raw data from the general ledger, prepares spreadsheets, reports and other correspondence and written materials using available software while maintaining databases.
  • Collaborates with all staff (regular, part-time, and seasonal) to develop and implement uniform financial procedures.
  • Participates on County committees and in professional development activities.
  • May drive a County or personal vehicle in the course of the work.
  • Performs other tasks and related duties as assigned.

Knowledge, Skills, and Abilities:

  • Principles, practices and concepts of governmental accounting.
  • Applicable federal, state and local laws and regulations.

  • Computer applications related to the work including the Microsoft Office suite programs and RecTrac.
  • Principles and practices of internal financial controls.
  • Business mathematics, including basic statistical analysis techniques.
  • Collecting, analyzing, and evaluating varied information and data.
  • Performing a variety of professional level accounting and budgetary work without close supervision.
  • Standard office practices, including the operation of standard office equipment.
  • Interpreting, applying and explaining complex laws, policies and regulations.
  • Setting priorities, coordinating multiple projects and meeting critical deadlines.
  • Using sound, independent judgment within established policy and procedural guidelines.

LICENSES/CERTIFICATIONS
Possession of a valid Michigan Vehicle Operator's License if required.
PHYSICAL DEMANDS
Duties require sufficient mobility to work in a normal office setting and use standard office equipment including a computer, vision to read printed materials and a computer screen and hearing and speech sufficient to communicate in person or over the telephone.

EDUCATION
Possession of a Bachelors degree with major coursework in business or public administration, finance, accounting or a field related to the work.
EXPERIENCE
A minimum of three (3) years of professional accounting experience required.
