JOB SUMMARY:
|
Under the supervision of the Juvenile Division Administrator, supervises case management for continuum of care services. Coordinates and assigns cases and provides comprehensive supervision to caseworkers and probation officers. Ensures that overall casework services are maintained. Collaborates with human service providers, community members, and justice personnel to build partnerships, fill gaps in services, and improve efficacy of existing programs.

EXAMPLES OF DUTIES

Essential Duties:
|

Performs managerial functions such as assigning caseloads, advising and overseeing caseworkers and probation officers in completing risk and needs assessments and creating individualized treatment plans and reports prepared by probation officers and caseworkers, for accuracy, thoroughness and compliance with court orders and requirements of funding sources.

Assist probation and casework staff in providing comprehensive case management through thorough weekly caseload reviews. Provide direction and guidance to probation and casework staff to develop appropriate treatment plans and individualized services.
|

Assist in developing and implementing goals, objectives, policies, procedures, and work standards for the specific program area to which staff is assigned.
|

Responsible for preparing relevant sections of the Child Care Fund Annual Plan and Budget. Has a general understanding of the budget and various funding sources.
|

Responsible for overseeing and monitoring contracts related to assigned programs and continuum of care services.
|
-
Prepares various reports on Juvenile Division services, including statistical activity, utilization, and outcome reports; conducts or directs process and outcome evaluations.
|

Develops, monitors, participates, and evaluates program and ancillary services and activities as needed. Identifies gaps in services; develops effective programs to fill gaps, identifies funding and staffing resources, and assists in implementing and supervising programs.
|

Responds to inquiries from judges, attorneys, or community agencies, or assigns such inquiries to an individual caseworker for the appropriate response.
|

Assist in case management when assigned staff is absent and may intervene in emergencies.
|

May be on call during non-traditional work hours to provide casework or probation services.
|

Responsible for court's electronic monitoring program (tethers) for delinquent youth in the community. Must maintain equipment and communicate with agency regarding youth's behavior on program.
|
Important Duties:
|

Guides and directs probation officers and case workers in selecting appropriate community resources. Has responsibility for knowing resources which are current.
|

Plans and operates treatment groups and trains other staff to do so. Orients new staff through staff meetings and supervises student placements.
|

Attends administrative and staff meetings and assists in developing court policies and procedures.
|

Interprets and executes court policy.
|
-
Schedules and leads probation meetings when needed and arranges for in-house training and external meetings.
|

Meets as part of a team to handle complaints, disputes, etc., and assists in generating policy memos for the Department. Meets with other supervisors to handle complaints, disputes, etc., that cannot be resolved by caseworkers/probation officers.

Participates in personnel decisions, including hiring practices and performance evaluations. Assists in developing performance outcomes for the Division, including caseworkers and probation officers.

Performs other duties as assigned.

EMPLOYMENT QUALIFICATIONS

Knowledge, Skills, and Abilities:

Principles and practices of youth development, probation and effective delinquency prevention, intervention, and treatment as well as specialized content expertise in the areas providing supervision.
|

Familiarity with youth-specific risk/needs assessments.
|

Principles and practices of probation program development, including planning, implementation, and evaluation.
|

Administrative principles and practices, including goal setting, and program and budget development.
|
-
Funding sources and community resources for at-risk and delinquent youth and their families.
|
-
Ability to plan, assign and direct the work of others; ability to develop employees including training in work procedures, employee development, and motivation for excellence in service.

Ability to interpret, apply and explain relevant regulations, legal and administrative opinions, and court decisions.

Possess a knowledge and understanding of the juvenile justice system; able to educate the public and human service providers on the juvenile justice system.

Ability to supervise and train probation and casework staff, and train others in work procedures.

Knowledge of computer applications related to the work.

Organize and maintain accurate files and records and understand the juvenile justice electronic case management system and other related databases.

LICENSE & CERTIFICATION
|
Possession of a valid Michigan vehicle operator's license.
|
PHYSICAL DEMANDS
|
Duties require sufficient mobility to work in a normal office setting and use standard office equipment including a computer, vision to read printed materials and a computer screen and hearing and speech sufficient to communicate in person or over the telephone.
|

EDUCATION
|
Master's degree in social work or one of the behavioral sciences.
|
EXPERIENCE
|
Three (3) years of experience as a social worker or probation officer. Three to five years of progressively more responsible experience in supervising professional employees and program development/evaluation also preferred.
|
