JOB SUMMARY
|
Under the general direction of a higher classified employee, the Data and Systems Manager oversees the development, standardization, deployment, and management of department applications and information systems. Responsible for the end-to-end integration of software solutions to support the delivery of services utilized by Washtenaw County Office of the Public Defender staff and affiliates. This position will coordinate maintenance and enhancements of the information systems to leverage resources, knowledge, and best practice and works close with leadership, serving as expert to support business process change and ensure compliance with federal, state, and local regulations and relevant data compliance standards.

EXAMPLES OF DUTIES
|
Essential Duties:
|

Responsible for the day-to-day data and systems used and required by the Public Defender¿s office.
|

Partners with division administrators to provide solutions that meet business requirements. Solicits feedback and identifies requirements of public defender information system end users.
|

Supervises any support staff, if necessary. Maintains responsibility for directing day-to-day operation workload of personnel, evaluates performance, and assures necessary training and professional development. Recommends disciplinary action according to established procedures.

Works collaboratively with information technology staff, trial court and district court staff to ensure complete integration of systems and functionality for the function of the systems across the entire department.
|

Troubleshoots problems in systems and processes, and works closely with divisional users, managers, and staff to resolve problems.
|

Advanced knowledge of both Public Defense and general database management and is responsible for the integration of new or existing technologies into business operations.
|

Research and compiles information, evaluates alternatives, makes recommendations, and prepares technical reports for internal divisions, the Michigan Indigent Defense Commission, and the Board of Commissioners.
|

Conducts studies, analyzes information, evaluates alternatives, and makes recommendations regarding such matters as organizational structure, budget development and administration, staff, facilities, equipment, productivity and policy and procedure modification. Prepares narrative and statistical reports of findings. Assists in the development, revision and implementation of policies and procedures.

Reviews Board of Commissioner and MIDC resolutions for immediate and long-term organizational community impact in Public Defense. Makes recommendations for changes and works collaboratively with divisions for concurrence and incorporates modifications as needed.

Develops, recommends, and implements goals, objectives, policies, procedures, and work standards for assigned division area.
|

Confers with departmental staff to exchange information, interpret policies and procedures, review operational changes, and develop long-term strategic plans.

Represents the department. Provides liaison and staff support when working with other county departments and staff, other governmental agencies, businesses, committees and
commissions.

Performs other duties as assigned.

Experience and proven ability to build strong relationships with vendors and service providers to provide reliable goods & services and help drive innovation.

General understanding of the practices and principles of public administration.

Skill in the use of office equipment and technology, including Microsoft Suite applications and knowledge of the database software utilized in public defense administration.

Ability to attend meetings scheduled at times other than normal business hours.
|

Ability to respond to emergencies or service needs on a 24-hour basis.

LICENSES/CERTIFICATIONS
|
Possession of a valid driver's license
|
PHYSICAL DEMANDS
|
Duties require sufficient mobility to work in a normal office setting and use standard office equipment including a computer, vision to read printed materials and a computer screen and hearing and speech sufficient to communicate in person or over the telephone.
|

EDUCATION
|
Equivalent to possession of a bachelor's degree with major coursework in information systems, information technology, data analytics, computer science, business, public administration, criminal justice, or a field related to the work is required.
A master's degree in a related field is preferred but not required.
|
EXPERIENCE
|
Two (2) to three (3) years of progressively more responsible professional progressively responsible experience performing professional level administrative, management, technical, operational, or similar responsibilities and analysis, preferably in a public agency.
|
Experience must include oversight or coordination of the work of others.
|
