JOB SUMMARY:
|
|
Under the supervision of a higher classified employee, coordinates property description work processes, specific to Geographic Information System (GIS) and the division's objective to create and maintain property descriptions for the majority of the County's city and township assessing offices. Responsible for preparation of the Apportionment Report. Makes recommendations for action and assists in policy and procedure implementation.

With the assistance of Equalization staff, and in collaboration with local assessors, creates and maintains unique parcel identifiers and their associated property descriptions in CAMA database. Develop and implement policies, procedures, and activities for the standardized description of assessable property. Coordinates such activities with departmental colleagues and other County and local staff. Provides direct assistance to local governments and the public with problems and/or questions regarding assessment rolls, property descriptions, and the Land Division Act (PA 288 of 1967). Works with the Director and Equalization Manager on the Business Improvements Plans, Organizational Capability Survey and Budget.

This is an alternately staffed class, in which appointments may be made at either LEVEL I or LEVEL II. LEVEL I is the entry level into this professional field, in which incumbents learn public administration and County policies and procedures. Initially under close supervision, employees gradually receive more complex assignments and work more independently as experience is gained. Employees may advance to LEVEL II, or fully experienced level, after gaining the required experience and demonstrating acceptable work proficiency. At LEVEL II, employees are expected to independently perform varied work in several of the areas outlined below.

EXAMPLE OF DUTIES
|

Coordinate data conversion, integration of spatial formats, relational database management, and raster processing into computer-based GIS systems.
|

Maintains parcel tax maps for local units to assure compliance with current state plat laws.
|

Assists local assessors, treasurers, and supervisors in preparing assessment rolls, interpreting tax laws, updating property descriptions, and developing tax rates.
|

Answers inquiries from employees, County residents, and local officials regarding property descriptions, land splits, principles of assessment and taxation, and interpretations of state statutes.
|

Maintain County property tax maps and resolves possible statute violations.
|
-
Relationally links assessment data to geography to create visual representations that identify trends and quantify relationships between one set of data and another, such as the relationship between property values and geographic locations.
|

Coordinates with local assessors to produce annual sales, land value, and economic condition factor maps according to local preference and state statute.
|

Contributes to development and maintenance of GIS Parcel Fabric infrastructure using the local government information model.
|

Coordinate the scanning and indexing of historic surveys, assessment records, microfiche, etc. into County OnBase document management system.
|

Maintains files on historical data, including aerial maps, surveys, and assessment rolls. Produces accurate productions of historical data using current technology.
|

Maintains a working knowledge of advances in the assessing fields by attending job related seminars and mandatory renewals. Attends online seminars and tutorials related to maintenance using current GIS software.

Assists Equalization Director in preparing and compiling data for annual County Equalization Report and Apportionment Report (millage levy report for tax revenues to be raised by each jurisdiction). Monitors the 50 mill limitation for all taxing jurisdictions.

Assumes charge of the office and manages all staff in the absence of the Director and Equalization Manager.

Participates in departmental discussions and planning initiatives aimed at improving programs, projects, and departmental service delivery. Provides technical expertise to team members involved in such interactions. Represents direct reports responsible for implementation, and acts as conduit to in all communications, scope development and work processes.

Analyzes alternatives and makes recommendations regarding such matters as organizational structure, staff, facilities, equipment, productivity and policy and procedure modification. Assists with completing the Program Inventory for the Finance Office.

Authorizes payment of invoices and mileage reimbursements in coordination with Director and Equalization Manager.
|

Assists in setting and modifying policies and procedures as necessary for Flexible work schedules, approve and monitors time off requests and entering Payroll.
|

Serve as technical liaison to the County's Information Technology division to ensure team needs are met.
|
-
Provides liaison and staff support to a variety of committees and commissions, including local assessors' association.
|

Makes recommendations for action and assists in policy and procedure implementation.
|
-
Plans and organizes administrative studies related to the activities or operations of the functional areas to which assigned.
|

Confers with and represents the department in meetings with County staff from other departments, representatives of other governmental agencies and business, professional and community groups, vendors, and the public.

Prepares a variety of technical, statistical reports, narrative reports, correspondence, and other written materials.
|
|

LICENSES/CERTIFICATIONS

|
Certification Level II or III by State Tax Commission. Valid Michigan Vehicle Operator's
License.

PHYSICAL DEMANDS
|
|
Duties require sufficient mobility to work in a normal office setting, field site and use standard office equipment including a computer, vision to read printed materials, a computer monitor, and hearing and speech sufficient to communicate in person or over the telephone.

EDUCATION
|
|
Possession of a bachelor's degree.
|

EXPERIENCE
|
|
LEVEL I-GRADE 115: A minimum of five (5) years experience as a Property Description Technician or Equalization Appraiser.
|
|
LEVEL II-GRADE 116: A minimum of five (10) years experience as a Property Description Technician or Equalization Appraiser.
|
|
