JOB SUMMARY
|
|
Under the supervision of a higher classified employee, maintains digital tax map database utilized by the County Geographical Information System, interpreting and comparing recorded surveys and documents with current assessment rolls, coding documents for recording and making necessary changes to equalizer database and digital maps to assure accurate and up-to-date records. In addition, provides general assistance to the public with problems and/or questions regarding assessment rolls, property descriptions and the Land Division Act.

EXAMPLES OF DUTIES

Essential Duties
|

Maintains electronic assessment database using BS&A Equalizer software, comparing recorded documents with submitted assessment rolls and the electronic database. Working with the local assessor makes necessary statistical or description changes upon official request
|

Compares assessment rolls and recorded documents with plat maps, making necessary changes to update and assure accuracy.
|

Updates digital County base tax map using legal property descriptions from recorded surveys, recorded plats, site condominiums, or from information provided by the local Land Division Act official using AutoCAD, Arc View or current Geographical Information System software, reflecting splits and combinations of property.

Works with supervisor or others to research and resolve problems during projects. May travel to site for field check to gather unknown dimensions or existing conditions.

Works with appraisal staff if needed, gathering assessment data to complete assessing contract duties.
|

Provides enlargements of specific parcels of property using Arc View or current GIS software to assist in resolving problems
|

Oversee the reports from ChangeFindr. Communicates with Assessors and tracks data.
|

Oversee the scanning of historic surveys, assessment records, microfiche, etc. into County OnBase system.
|

Assists higher level employee with review of Apportionment Report, review of City/Township Millage reports.
|

Assists the general public in person or over the phone with any questions or problems relating to maps, property descriptions, Land Division Act rulings, assessment rolls and other related inquiries.

Makes hard copies of digital maps using Arc View or current GIS software, for use by County and local officials or sale to the public, using large plotters and copiers.
|

Consults with supervisor, other staff members and clients to determine needs of specific projects.
|

Maintains files and related records of all drawings and materials drafted, either in original or copy form.
|

Maintains files on historical data, including aerial maps, surveys and assessment rolls. Produce accurate productions of historical data using current technology.

Maintains a working knowledge of advances in the assessing fields by attending job related seminars and mandatory renewals.
|

Maintains maps to assure compliance with state plat laws.
|

Relationally links assessment data to geography in order to create visual representations.
|
-
Contributes to development and maintenance of GIS Parcel Fabric infrastructure using the local government information model.
|

Coordinates with local assessors to produce annual sales, land value, and economic condition factor maps according to local preference and state statute.
|

Attends online seminars and tutorials related to maintenance using the Parcel Fabric.
|

Performs related work as assigned.

PHYSICAL DEMANDS
|
|
Duties require sufficient mobility to work in a normal office setting, field site inspection and use standard office equipment including a computer, vision to read printed materials and a computer screen and hearing and speech sufficient to communicate in person or over the telephone.
|
|

EDUCATION
|
|
Possession of a Bachelor degree in GIS or equivalent field.
|
|
Must pass an in-house legal description test with a 70% minimum score.
|
EXPERIENCE
|
|
A minimum of one (1) year of experience involving the maintenance and updating of property descriptions and titles and the processing of engineering survey data or equivalent. Experience with Arc View products preferred. A MCAT / MCAO Assessor's certification to be attained within one year.
|
|
