JOB SUMMARY
Under general direction, provides day to day supervisory, high level staff assistance, management and leadership to the operations of Washtenaw Health Plan; directs WHP¿s communication plan and data collection activities; supervises community health workers (CHWs) and other staff; develops, recommends and implements policies and procedures to ensure maximum service delivery within program regulations and guidelines; plans, organizes and manages the fiscal and personnel aspects of programs, plans and services; other program activities; and performs related work as assigned.
EXAMPLES OF DUTIES:
Essential Duties:

  • Assists in the development and implementation of goals, objectives, policies, procedures and work standards for the Washtenaw Health Plan.
  • Participates in the preparation and administration of budgets and programs
  • Develop and lead communications plan implementation. This includes utilizing WHP¿s strategic board discussions as guidance to identify WHP¿s value to the community, different audiences to whom to communicate that value, and methods of communication, including refreshing the WHP brand, updating and maintaining WHP¿s website and blog, social media presence; and creating communications in languages other than English. This also includes monitoring federal, state, and local laws and regulations, and developing communications to external audiences on their impact of health and healthcare access.
  • Plans, assigns, supervises, reviews, assesses and evaluates the work of Community Health Workers and other staff; recommends the selection of personnel and provides for their training in work procedures; interprets applicable federal and state laws and regulations and County policies to subordinates.
  • Manages budgets and reports on contracts and grants with external entities.
  • Directs and reviews program planning and evaluation for Washtenaw Health Plan.
  • Prepares, processes and administers contracts, grant funded projects and similar endeavors; ensures that contract parameters are met; resolves problems and authorizes requests for payment.
  • Works closely with and provides leadership to staff to report and evaluate service delivery; prepares proposals to continue and/or expand existing programs; recommends the discontinuation of unfounded or ineffective services.
  • Works to develop and carry out performance management and quality improvement initiatives.
  • Represents the Washtenaw Health Plan in contacts with federal officials, state agencies, human service agencies, community groups, local officials, businesses and others to locate and mobilize resources, encourage support for programs and maintain positive community relations.
  • Plans, organizes, directs, reviews and evaluates programs and projects.
  • Performs complex and sensitive administrative, organizational, systems and other analysis.
  • Directs specified grant applications and reporting processes; provides information to program and fiscal auditors.
  • Directs, studies, analyzes information, evaluates alternatives and makes recommendations; prepares narrative and statistical reports of findings; monitors legislation for programmatic changes and recommends revised policies and procedures.
  • Directs the maintenance and submission of accurate records, reports and files; maintains accurate records and files related to areas of assignment.

LICENSES/CERTIFICATIONS
Possession of a valid Michigan Vehicle Operator's License is required. Professional licensing necessary to carry out the tasks of the unit/department to which assigned.
PHYSICAL DEMANDS
Duties require sufficient mobility to work in a normal office setting and use standard office equipment including a computer, vision to read printed materials and a computer screen and hearing and speech sufficient to communicate. EDUCATION
Possession of a Bachelor's degree or equivalent with coursework in a social or behavioral science, public or business administration or a field related to the work. Possession of a Master's degree in public health, administration, social services, business administration or related field preferred.
EXPERIENCE
Three (3) years of professional level administrative experience in a public health setting. Prior supervisory experience is desirable.
