JOB SUMMARY
Under administrative direction, develops, recommends, implements and coordinates programs and activities to support a broad, centralized program of financial planning, record keeping and control. Ensures the fiscal stability of the County through the preparation, implementation and monitoring of a County-wide budget. Provides organizational direction to departments to which assigned as well as elected departments. Provides a process and framework to allocate the resources necessary for County programs to fulfill their mission budget. Provides expert professional assistance to County management staff in areas of responsibility. Performs related work as assigned.
EXAMPLES OF DUTIES
Essential Duties:

  • Works closely with the County Administrator and the Board of Commissioners to develop and recommend policies and programs that support the operational objectives and goals of the organization.
  • Direct the various operations and responsibilities of Finance to ensure the County has a balanced budget, financial transactions are recorded in compliance with governmental accounting standards, purchasing guidelines and standards are adhered to, accounts payable is timely and accurate, and employees pay is calculated correctly and in compliance with county policy and labor agreements.
  • Directs the development of the annual budget for recommendation to the County Administrator and the Board of Commissioners.
  • Directs the development of the annual financial audit. Directs the development and implementation of systems and procedural changes if noted by the auditors.
  • Reviews and evaluates the work of Finance staff.
  • Directs complex organizational, budgetary and operational studies for County wide fiscal and operational impact. Evaluates alternatives and provides recommendations.
  • Direct the monitoring, forecasting and analysis of total county revenues and expenditures on a monthly basis to identify any projected deficits or surpluses. Recommend actions necessary to maintain the budget in balance.
  • Reviews new legislation as it relates to County finances and operations to ensure compliance. Ensure that county policies are updated to comply and communication is directed to appropriate staff within the organization.
  • Directs the development and implements goals, objectives, policies, procedures and work standards for the Finance Department. Administers the department's budget.
  • Directs overall financial record keeping and reporting activities. Directs the development of systems and controls to support financial and operational management activities.
  • Verifies revenue claims with the County Treasurer and secures the anticipated county revenue against which the final budget appropriation will be charged. Maintains close liaison with the County Treasurer and Equalization to determine actual revenue income against which appropriated expenditures will be made.
  • Develops revenue projections and financial strategies. Provides strategic advice to various County management regarding alternatives and the resolution of specific problems.
  • Directs the overall planning and administration of an enterprise resource planning system (financial and human resources information system) especially as it relates to Finance: Ensure collaboration and partnering with human resources and information technology departments to realize complete integration of systems and functionally for the whole of operations of the county.
  • Represents the County in meetings with Boards, Committees, Commissions, regulatory and other governmental agencies, business and community groups and the public.
  • Confers with and coordinates departmental activities with the County Treasurer's office to ensure an effective transfer and utilization of accounts payable funds and payroll.

Knowledge, Skills, and Abilities:

  • Administrative principles and practices, including goal setting, program and budget development and administration.
  • Principles and practices of employee supervision.
  • Principles and practices of general, governmental and fund accounting, including financial statement preparation and methods of financial reporting.
  • Principles and practices and budgeting and revenue forecasting in a public agency setting. Auditing principles and practices.
  • Payroll, purchasing and accounts payables laws, policies and standards.
  • Applicable federal, state and local laws and regulations.
  • Basic principles of public administration, including the functions of elected and policy-making Boards and Commissions.
  • Computer applications.
  • Planning, organizing, coordinating and administering a comprehensive variety of programs and projects that impact the financial and operational services of a public agency.
  • Developing, recommending, and coordinating the implementation of goals, objectives, policies, procedures, work standards and internal controls.
  • Interpreting, applying and explaining complex policies, laws and regulations.
  • Setting priorities, coordinating multiple projects and meeting critical deadlines.
  • Using sound, independent judgment within general policy and legal guidelines.
  • Preparing clear, concise and effective written materials.
  • Representing the County effectively in meetings with Boards and Commissions, governmental agencies, business and community groups and the public.
  • Establishing and maintaining effective working relationships with the Board of Commissioners, County Staff, and a variety of public and private organizations.
LICENSES/CERTIFICATIONS
Possession of a valid Michigan driver's license is desirable.
PHYSICAL DEMANDS
Duties require sufficient mobility to work in a normal office setting and use standard office equipment including a computer, vision to read printed materials and a computer screen and hearing and speech sufficient to communicate in person or over the telephone.

EDUCATION
Equivalent to possession of a Bachelor's degree with major coursework in accounting, finance, economics, public or business administration or a closely related field.
Possession of an appropriate advanced degree is desirable.
EXPERIENCE
Six (6) years in progressively responsible financial leadership roles, preferably in a public agency.
Experience in budgeting as well as financial record keeping and reporting is essential.
