JOB SUMMARY
|
|
Under the supervision of a higher classified employee, coordinates data processing activities, designs and writes programs and participates in overall geographic information system (GIS) design. Works cooperatively on mapping initiatives across the organization and with external organizations. Prepares written documentation for all programs and provides written and verbal operating instructions.
|
|
The technician is required to provide technical support to staff and citizens. The technician is expected to interpret all information to the highest level of detail possible and will use honesty and ethics in all aspects of the position. The technician is expected to have problem solving skills and be self-motivated.
|
|
EXAMPLE OF DUTIES:
|

Data conversion and integration of spatial (GIS) and non-spatial data formats
|
-
Automate mapping and dataset integration workflows to improve the efficiency of information storage and retrieval
|
-
Interpret and analyze property survey descriptions for property, easements, drainage districts, and route and course
|
-
Analyze and interpret property boundary adjustments, track the ownership history and lineage of parcels
|
-
Interpret construction drawings, and conduct asset inventory of County controlled infrastructure
|
-
Design and implement mobilized mapping technologies
|
-
Accompany staff to field locations for GPS location or other mobile mapping needs
|
-
Provide staff training on the use of mobilized mapping technologies
|
-
Relational database management as needed to support Geographic Information Systems
|
-
Responsible for the County's Map Store operations including design, delivery, supply, and sale of County mapping products
|
-
Publish presentation quality map products, in digital and paper format
|
-
Maintains a working knowledge of advances in new hardware and software techniques and equipment by reading technical documentation and by attending job related seminars, conferences and training sessions
|

Devises sample input data to provide testing of program adequacy. Prepares test data, machine tests and debugs programs
|

Present mapping efforts to citizenry and local government officials
|
|
TECHNICAL QUALIFICATIONS:
|

Must have competence in the ESRI ArcGIS Desktop Suite and Microsoft Excel
|
-
Experience with computer programming languages (SQL, Visual Basic, and Python) is highly desirable
|

Must have map design experience
|
-
Must be able to organize and effectively work on two or more program assignments at a time within a single project
|
-
Must be able to communicate effectively with customers and work well in a team setting
|
-
Must have demonstrated experience with engineering and construction record drawings
|
-
Strongly preferred experience with the interpretation of survey and property descriptions
|
-
Preferred experience in Relational Database Management, Mobile GIS/GPS Systems, Azteca Cityworks, and ESRI ArcGIS Online
|

Experience with asset management and utility management systems
|
|
PHYSICAL DEMANDS
|
|
Duties require sufficient mobility and capability to perform labor-intensive activities in a field setting. Duties may require employee to exert 25 pounds of force occasionally or a lesser amount of force frequently to lift, carry, push, pull or otherwise move objects. Duties will require mobility on uneven terrain and require stability for long periods of time to accomplish field survey techniques.

Must be able to work in a normal office setting and use standard office equipment, with vision to read printed materials and a computer screen, and with hearing and speech sufficient to communicate in person or over the telephone.
|
|

LICENSES AND CERTIFICATIONS
|
|
Possession of a valid Michigan Vehicle Operator's License is required.
|
|
EDUCATION
|
|
Possession of a bachelor's degree or its equivalent in Geography, Urban Planning, Engineering, GIS, Computer Science, or related field is preferred.
|
|
EXPERIENCE
|
|
Minimum of one (1) year using ESRI or equivalent GIS software tools. Should be familiar with industry computer programming languages. Exposure to RDBMS is preferred. Must have experience working with construction record drawings. Preferred experience in working with survey and property descriptions. Combination of experience and education can qualify for requirements.
|
|
NECESSARY SPECIAL REQUIREMENTS
|
|
Normal business hours are 8:30 am ¿ 5:00 pm; however, position may be asked to begin work as early as 7:00 am on occasion. This position will be required to work approximately 20 ¿ 37.5 hours per week to meet the needs of the department.
