JOB SUMMARY:
|
|
Under the supervision of the Friend of the Court Director, plans, organizes, directs, reviews, and evaluates staff and activities related to department management, and domestic relations cases as specified under Michigan law. Provides expert professional assistance to the Director, the judiciary, administration, and administrative support staff in all areas related to family law and the Friend of the Court (FOC). Performs related work as assigned.

Essential Duties:
|

In conjunction with the FOC Director, plans, organizes, assigns, directs, reviews, and evaluates the work of assigned staff. Selects personnel and provides for their training and professional development. Responsible for coaching, discipline, and annual employee evaluations. Interprets applicable laws and regulations, and county policies to subordinates.

Develops and oversees the process for measuring and reporting program and staff outcomes including goal setting, standardization of procedures, establishing key indicators, and any additional reporting for use in departmental-level decision-making.
|

Monitors and ensures compliance with IV-D Cooperative Reimbursement grant funding. Proactively adopts, educates, and informs staff of changes and modifications to specific job functions that impact grant funding.
|

Oversees the activity of the Division to ensure the necessary work is processed in a timely, effective, and efficient fashion. Maintains statistical analysis of Division workflow.

Provides direct client services in crisis, complex, or difficult situations; conducts referee hearings, resolves grievances, and testifies in court.
|

Interprets laws, regulations, and County/Court policies to staff; provides expert professional assistance in handling difficult case-related or administrative problems.
|

Monitors legislation, court decisions, and administrative actions that may affect the operation of the division. Confers with the Friend of the Court regarding operational implications and implements changes upon approval.
|

Oversees the maintenance of accurate records, including the accounting for and distribution of support payments. Assists with directing the automation of case and financial records and the preparation of mandated reports to various governmental agencies.

Interprets labor agreements, laws and regulations, and personnel policies and procedures to staff to ensure compliance.
|

Manages or assists with one or more aspects of ongoing Division projects.
|

Directs and performs professional-level work in specific mandated program areas, including legal services, investigations, mediation, enforcement, and the processing of paternity and custody cases.
|

Identifies training needs and develops training programs for the Division, including developing a manual.
|
-
Monitors and manages system changes within the child support program related to, but not limited to, MICSES, Business Objects, KidStar, and OnBase. Communicates such information to FOC management and staff and formulates plans for dealing with such changes.
|

Represents the Friend of the Court Office on various work groups across the State of Michigan (Data Visualization, FOCA, MISDU JAD, etc.). Serves on advisory committees throughout the IV-D program.
|

Meets with the other Division managers of the Friend of the Court to coordinate work activities and processes/develop consistent responses to issues that affect other Divisions. Conducts periodic meetings within the Division.

Supports the FOC Director as an additional point of contact for complex organizational, employment and programmatic matters.
|

Researches and assembles information from a variety of sources for the completion of forms or the preparation of reports.
|
-
Serves as the Friend of the Court Director in his/her absence.
|
-
Performs other duties as assigned or directed.

LICENSES/CERTIFICATIONS
|
|
Licensed to practice law in the State of Michigan.
|
|
Possession of a valid driver's license.

Domestic Relations Mediation Training within one year of hire.

BACKGROUND CHECK
|
|
Pursuant to MCL 15.651 - 15.654, Public Employee Fingerprint-Based Criminal History Check Act, all IV-D staff will be subjected to a fingerprint-based background investigation.
|
|
Additional satisfactory background check if requested by a partnering agency.
|
|
PHYSICAL DEMANDS
|
|
Duties require sufficient mobility to work in a normal office setting and use standard office equipment including a computer, vision to read printed materials and a computer screen, and hearing and speech sufficient to communicate in person or over the telephone. Duties may require an employee to exert up to 25 pounds of force occasionally, or up to 10 pounds of force frequently, or a negligible amount of force constantly to move objects.

EDUCATION
|
|
Possession of a Juris Doctor (JD) degree and a member in good standing with the State Bar of Michigan is preferred, and will be required for specific deputy responsibilities. The Employer may, when suitable for duties to be assigned, consider and substitute relevant work experience within a Friend of the Court office.
|
|
EXPERIENCE
|
|
Five (5) years' experience in family law, and the management or supervision of legal staff.
|
|
