JOB SUMMARY
|
|
Under the oversight of the Office of Aging Services (OAS) Director, the OAS Administrator manages, plans, organizes, directs, reviews, and evaluates the funding, operations and programming of the OAS. The OAS Administrator manages the County's Older Persons millage disbursement process which includes implementing transparent and equitable request for proposals processes, contract management, and reporting. Alongside the OAS Director, the OAS Administrator provides subject matter expertise on aging and aging services to Washtenaw County.

EXAMPLES OF DUTIES
|
Essential Duties:
|

Human Resources & Personnel: Lead the recruitment, hiring, staff training, onboarding, and performance evaluations of OAS staff.
|

Financial Management: In partnership with the OAS Director and Financial Manager, participate in the monitoring and controlling of departmental budgets, expenses, financial reporting, and grant management.
|

Contract Management & Reporting: Lead the management of the distribution of millage funds through contracts and the reporting of the use of these funds by funded entities and sharing the outcomes of this reporting with the public and Board of Commissioners.

Operational Oversight: Manage day-to-day office activities, develop policies and procedures, and ensure compliance with County and funder policies and procedures. Provide management and support of OAS associated commissions and groups such as the Commission on Aging, Older Persons Millage Review Committee, and the Transportation Advisory Group.

Programming & Services: The OAS will operate programming and services such as but not limited to the Senior Nutrition program, the Aging Resource Center, and Age-Friendly Washtenaw County. The Administrator will ensure the OAS's programs and services are evidence-based and efficiently and effectively developed and implemented.

Policy: Assemble, review, and present materials, including annual reports, aging data, reporting outcomes, and resolutions for policy consideration by the Board of Commissioners.

Communication & Coordination: Manage internal/external communications, liaise between County departments, build relationships with aging-serving organizations, and serve as a subject matter expert in aging. Deliver public presentations and respond to the media as required.

Strategic Planning: Participate in the development and implementation of the OAS's strategic plan, mission, vision, goals, and objectives. This includes partnering and collaborating with other county departments such as the Racial Equity Office and Resiliency Office to ensure equity and resiliency are at the forefront of the OAS's strategic plan and operational practices.

Knowledge, Skills, and Abilities:

Expertise in aging particularly in areas of equity, age-friendly practices, nutrition, transportation, and community living.
|

Knowledge of program regulations, guidelines, and applicable laws and policies.
|

Administrative skills including goal setting, budgeting, supervision, and strategic planning.

Experience in program development and service delivery for diverse aging populations.

Skilled in transparent and equitable funding practices including government operated requests for proposals.

Strong research, data analysis, and report writing abilities.

Knowledge of the functions and practices of policy-making boards and commissions.

Effective written and verbal communication and interpersonal skills.

Ability to interpret, apply, and explain complex regulations and procedures.

LICENSES/CERTIFICATIONS
|
|
Specified positions may require a valid Michigan driver's license.
|
|
PHYSICAL DEMANDS
|
|
Duties require sufficient mobility to work in a normal office setting and use standard office equipment including a computer, vision to read printed materials and a computer screen and hearing and speech sufficient to communicate in person or over the telephone.
|
|

EDUCATION
|
|
Possession of a Master of Social Work, Master of Science in Gerontology, Master of Public Health, Master of Public Administration or possession of a related Master's degree.
|
|
EXPERIENCE
|
|
At least three (3) years of administrative or supervisory experience which has included both program planning and administration in aging related services and/or policy. Experience in government and public administration is preferred.
|
|
